As you are aware the Department has monitored the Scuppernong Road Mitigation Site since its
construction in March of 2004 Located in Washington County the site is the old US 64 road
bed at the intersection of US 64 Bypass and Benson Road The mitigation encompasses
approximately 1 26 acres of wetland restoration which included 0 20 acres for filling activities
and 1 06 acres for hand clearing activities associated with the R 2548C project The ACOE and
DCM permits required monitoring for the 0 20 acre restoration portion of the site but monitoring
was not required for the 106 acre portion that was constructed due to the hand clearing activity
The restoration consisted of removal of the existing US 64 roadbed to an elevation similar to the
adjacent wetland and was planted with the appropriate wetland species According to permit
conditions the sites were to be monitored annually with an update provided at the NCDOT
wetland mitigation monitoring meeting At a minimum the annual update must consist of
photographs provided during the monitoring report meeting and a brief report on the success of
the wetland restoration area Hydrologic monitoring was not required for this site After each
growing season annual monitoring reports were submitted to the appropriate regulatory agencies
via the Natural Environment Unit s (NEU) website

After two years of vegetation monitoring the Scuppernong Road Mitigation Site monitoring
indicates that the planted species are surviving Individual annual monitoring data is provided
within the monitoring reports available on NEU s websrte between 2008 and 2009
A site visit was conducted on August 26th, 2010 with the regulatory agencies and NCDOT
personnel present It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site is
