You may wish to email me PDF’s of these files (in addition to uploading them to Laserfiche) to help expedite the review (Since it can take a couple of days for the Laserfiche uploads to get QA/QC’d by our people). Everything looks good except for a few small issues: Please correct the following: - Please ensure that all of the files from the prior submittal get submitted electronically to Laserfiche (It does not appear that they were and this is a requirement). - Prior Comment 4 – If the LOD is being used as the project area, please update Section IV, 4 & 7 of the Application to list the project area as the LOD area (4.76 ac). - Prior Comment 8 – Please let me know which plan sheet the wetland certification note was placed on to address this comment. If the note was not placed on a plan sheet, please place a note (Generally, these notes state whether or not wetlands are present on-site, the name/contact information for the individual that made this determination, and the date that the individual made this determination) on a plan sheet. - Please provide original, signed hard copies of the Supplement-EZ Form and the O&M Agreement Form. If there are difficulties obtaining the original signed hard copies due to the ongoing Covid-19 pandemic we will accept electronic signatures/scans of originals (We prefer the original, signed hard copies, but will accept electronic signatures/scans of originals if that is all that is available). - Application, Section IV, 10: o The items in the Impervious Surface Area table do not add up to the Total proposed impervious area (11,719 sf + 48,469 sf + 11,719 sf ≠ 70,109 sf). o The On-site Buildings, On-site Parking, On-site Sidewalks, & Existing BUA items should correspond to the Roof, Parking, Sidewalk, & Existing BUA that will remain (Line 15) respectively of the Drainage Area 1 column of the Drainage Areas Page of the Supplement-EZ Form. - Supplement-EZ Form: o Drainage Area Page:  Line 9 – There are no subdivided lots for this project so this line should not be used. 2  Line 10 – Since there are no subdivided lots, the sum of the items listed on Line 12 should be entered here. Line 10 + Line 15 = Line 8 (Line 8 appears to be correct based on plan sheet C- 402).  Line 12 – These items are the net increase in BUA, broken down by type, from existing to proposed conditions within either the entire site or the drainage area to the proposed SCM.  Line 15 – This is the total amount of existing BUA that currently exists within either the entire site or the drainage area to the proposed SCM (The Entire Site column value appears to be correct). o Bioretention Cell Page:  Line 18 – This item is required. Based on the provided soils report, boring B-14 terminated at elevation 905 ft without encountering the SHWT so the value in this cell can be entered as “< 905” (If the cell doesn’t let you enter this, just use 905 and add a note in the box at the bottom of the page stating that the SHWT was not encountered).  Line 25 – The peak attenuation outlet are the 6” x 18” windows in the riser structure. Per the MDC (Bioretention Cell MDC #), the maximum vertical distance between the top of the planting surface and the lowest point of the peak attenuation outlet is 18 inches. Based on plan sheet C- 401, it appears as though the MDC is met (It just appears as though the incorrect value was entered into the Supplement-EZ Form).  Line 26 – This value is only required if you plan on eliminating the underdrain and IWS zone (Per Bioretention Cell MDC #) and must be backed up with an infiltration test. Please provide the following: - 2x hard copies of the revised Application pages. - 1x full electronic copy of the revised Application. - 1x original, signed, hard copy of the O&M Agreement Form (If applicable). - 1x original, signed, hard copy of the Supplement-EZ Cover Page (If applicable). - 1x hard copy of the revised Supplement-EZ Form pages. - 1x full electronic copy of the Supplement-EZ Form. - 2x hard copies of the revised plan sheets (If applicable). - 2x hard copies of the latest cover sheet of the plan set (The version of the cover sheet that I have only lists the st 1 plan revision from 6/26/20). - 1x electronic copy of the plan set. Electronic files should be uploaded to Laserfiche at the following link: https://edocs.deq.nc.gov/Forms/SW_Project_Submittal Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the permit without doing another formal 30-45 day review. P.S. – As we discussed over the phone yesterday, the media depth of the proposed bioretention cell can only be reduced to 24 inches if it is demonstrated that the in-situ soil infiltration rate is at least 2 inches per hour (Generally, for a facility of this size, we like to see 2 soil test pits). If you are planning on changing the type of the SCM to be used, you may wish to look into reconfiguring the proposed bioretention cell to either a wet pond or a stormwater wetland. Please also let me know if you are changing the SCM type so that we can put this review on hold until the redesign is complete (Also, if the SCM is swapped out, the resubmission will not be entitled to the “quick review” mentioned above, it will be reviewed in the standard review time).
