C202836/15B 13 19 Submarine Cable Installation across the Atlantic Intracoastal Waterway (A I W) Agencies Involved 1 United States Corp of Engineers (USACE) 2 United States Coast Guard (USCG) 3 North Carolina Division of Coastal Management (DCM) 4 North Carolina Department of Transportation ( NCDOT) Please find below American Bridge s preliminary means and methods for installing the submarine cable across the Atlantic Intracoastal Waterway The NCDOT project C202836/15 B 13 19, Wrightsville Beach Bascule Bndge (Bridge # 12) Rehabilitation requires that a new submarine cable be installed across the A I W channel as part of the new electrical system for bridge operations First the NCDOT will require a permit to be issued to proceed with the work The above agencies will all be a part of the review and permitting process Once the permit is issued, American Bridge will mobilize to begm this phase of work with two (2) options for installation • Hand .Petting (diver assisted) • Bucket Dredging (excavator operation) American Bridge has had the utility services located in the vicinity of the bridge and has discovered many underwater utilities on the south side of the bndge near the location of the new submarine cables to be installed Underwater utilities on the south side of the bndge include communications, water, and the existing submarine cables for bridge operations In determining the method of cable installation the importance of these utilities must be taken into consideration Limiting the nsk of damaging these services would be in the best interest of all parties involved, but most notably the USCG and the Town of Wrightsville Beach would have high stakes in the operation Hand Jetting (option #1) the trench for the installation of the new submarine cables may offer the least amount of risk in damaging the existing utilities in the vicinity and is therefore our preferred method Divers would utilize pumped pressurized water to force the material out of the trench while controlling the side slopes After the trench has been formed the submarine cables would be placed in the trench a minimum six (6) feet below the elevation of channel bottom or as directed by the USACE, and incrementally weighted down with sand bags to prevent movement prior to backflling the trench During the January 11th Job progress meeting concerns were raised regarding mounds of material that may be left on the channel bottom as material is displaced from the trench by Jetting operations We would propose to use this material to backfill the trench after Page I I Contract ID C202836 Project ID 15B 13 19 Amencan Bndge the cables are installed by divers The remaining depth of trench to be backfilled if any, could then be filled with aggregate to match the existing channel bottom This operation should take five (5) days to mobilize clear debris (concrete rip rap, timber) and jet the cables into place and two (2) days to install the support brackets Marine equipment needed to perform the hand jettmg method (Option #1) is as follows 1 (1) Support barge approximately 40'x20' with dive crew equipment (air compressor, low head pressure pump(s), submersible hydratech pumps, oxygen tanks, generator, and small crew box for audio /video contact with diver(s)) 2 (1) Tugboat 3 (1) Assist/Push Boat 4 (1) Hydraulic Excavator fixed to an 80'x24' barge ( * *If stone placement is necessary) 5 (1) Material Barge for transport and storage of stone ( * *If stone placement is necessary) To install the submarine cables utilizing the bucket dredging method (option #Z), the trench would be formed by a hydraulic excavator attached to a barge The barge has a containment pit that will be used to temporarily store the dredged materials The trench would be excavated with efforts to avoid existing utilities in the vicinity After the trench has been formed, the submarine cables would be placed in the trench a minimum six (6) feet below the elevation of channel bottom, or as directed by the USACE and incrementally weighted down with sand bags to prevent movement prior to backfilling the trench The excavator would then cover the cables with bedding aggregate ( #67 stone) to a depth of at least 12 inches The remainder of the trench would then be filled with backfill aggregate (# 1 stone) to the elevation of the existing channel bottom All materials previously Plans call for a generator or other electrical housing to be placed off the bridge at its southwest corner This may require installation of a pad approximately 2000 ft and buried cables leading to the bridge The APE for this project includes improvements along and under the bridge, and the proposed footprint of the generator and its construction SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities results of review and conclusions Aerial mapping and topography was examined, including a virtual drive by using Google Maps Records at the Office of State Archaeology were reviewed USGS quadrangle mapping depicting previously reviewed areas and site locations was copied Records show previous cultural resources environmental review has been considered in the vicinity of the protect however relevant data could not be obtained Nearby resources 31NH583 and 31NH687 are outside of the APE for the protect Reviewed aerial photography displays the extent of modem commercial development (marinas, etc ) that often disturbed landforms during their construction.
