You both asked a few questions about 401 processing during this period where new NWs and new GCs will be
coming into effect in the next month or so I ve tried to answer both of your questions below
Debbie's question Is the DWQ currently not accepting PCN applications?
o DWQ is currently accepting PCN applications
Debbie s question Can the DWQ not hold this application until they start processing under the new
2012 Certifications?
o No DWQ will not be holding applications We will be processing applications as we get them
in The language in the GC s refer to the corresponding Nationwide permit so whether the
Corps issues under the old or new Nationwides your certification should remain valid until your
Nationwide permit expires
• Bob's question Can you confirm that the 2012 General Water Quality Certifications will be effective on
or before March 19th?
o The new General Certifications will become effective on March 19th
Bob s question How do you plan to handle projects which have applied for a Nationwide Permit with
the Corps and GC with DWQ received the NWP verification from the Corps prior to the expiration of
the NWP (March 18th) but have yet to receive the GC authorization from DWQ? Would these GC
authorizations be issued under the old GC or the new GC (assuming that they are not issued between
now and the expiration of the old GC)?
o We issue the GC that was in effect at the time the application was received The language in
the GC s refer to the corresponding Nationwide permit so whether the Corps issues under
the old or new Nationwide permit or we issue under the old or new certification your
certification should remain valid until your Nationwide permit expires

I have a couple questions that I was hoping you could help us with
1 Can you confirm that the 2012 General Water Quality Certifications will be effective on or
before March 19th? The drafts on the website have Chuck signing them on March 12th
2 Also how do you plan to handle projects which have applied for a Nationwide Permit with the
Corps and GC with DWQ received the NWP verification from the Corps prior to the expiration
of the NWP (March 18th) but have yet to receive the GC authorization from DWQ? Would
these GC authorizations be issued under the old GC or the new GC (assuming that they are
not issued between now and the expiration of the old GC)? if issued under the new GC that
could cause problems with the fact that the Corps provided their verification under the old
NWP We have some that have been in the cue with DWQ for some time have gone back
and forth on various items (mostly stormwater related) are yet to be authorized by DWQ but
have long since received their Corps verification
