It was our understanding that the USACE would not be processing any NWP applications under the 2007
permits after Feb 3 2012 that any application received after that date would be processed under the new
2012 NWP It was also our understanding that they would still be accepting applications and reviewing but
not issuing any NWP until after March 19 2012 essentially March 19 2012 would be day 1 of their 45 day
review period
Can the DWQ not hold this application until they start processing under the new 2012 Certifications? Is the
DWQ currently not accepting PCN applications? If someone could clarify that would be helpful

DWQ would not be able to permit the above project at this time under the new 2012 NW12/GC3819 without approval
from the Corps The other option is for you to wait and submit the application package after March 18th when the new
GC s will take effect
