043105 The North Carolina Department of Transportation ( NCDOT) has scheduled to clear, grade, drain base and pave SR -1714 (Partin Rd) Harnett County The total project length is 0 96 miles The roadway will be improved from an existing 20 feet wide gravel /dirt road within a limited 60 foot maintenance limit to a paved 20 foot width with 6 foot stabilized shoulders The project will require the replacement of two (2) wet cross lines as shown below one of which has adjacent wetlands that will require fill material Crossing Roadway Station Existing Culvert Proposed Culvert Permit Site #1 streams The project is located within the 03030006 Hydrologic Unit sub basin 03 06 18 SR 1714 is a cut through road right outside of Dunn NC Situated around Partin Rd are agricultural farm fields with homes located at either end Two 90° curves located in the middle of the road shall be modified and straightened out in order to make the road safer and more passable Permit Site #1 is located at Station 12 +72 40 and is comprised of both perennial stream and wetland impacts Headwater Forest wetlands flank the unnamed tributary upstream from Stations 12 +50 to Station 14 +05 The perennial stream was ranked a 35 utilizing the NCDENR Stream Assessment form NCDOT proposes to increase the curve radius in order to increase the projected speed limit and safety 20LF of temporary stream impacts (10 LF up and downstream) is required for dewatering purposes Permit Site #2 is located at Station 47 +63 83 and currently has two different size concrete pipes, including 37 LF 30 RCP and 35 LF 36 RCP NCDOT proposes to install two (2) 48 LF (57 x38 ) Corrugated Steel Arch Pipes with Headwalls Due to the limited amount of cover available these two pipes are needed for the estimated flow volume instead of installing one singular pipe 20LF of temporary stream impacts (10 LF up and downstream) is required for dewatering purposes RESOURCE STATUS In general there will be minor impacts proposed as a result of the replacement of the culvert along SR -1714 (Partin Rd) in Harnett County This culvert site has undergone human manipulation A Nationwide Permit #14 / NCDENR 401 WQC 3820 is required for the project Endangered Species Plants and animals with Federal classification of Endangered (E) or Threatened (T) are protected under provisions of Section 7 and Section 9 of the Section 7 consultation A biological conclusion of No Effect was reached for all species during the April 19 2011 survey for protected species Protected species were not identified nor was the general habitat for each species identified REGULATORY APPROVALS Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401 WQC 3820 as required by the above described activities The National Register was reviewed in addition to conducting a field view of the project for significant historic features The project impacts are minor in nature and should not remove or degrade existing water quality uses Pipe sizes proposed are the minimum necessary to create a safe highway while accommodating the 25 year design storm There is no record within the NCDOT District 2 Office (Harnett County) that the road experiences flood overtopping By utilizing the erosion control measures downstream water quality standards will be protected All appropriate BMP s will be
