The phasing of the mitigation should work from EEP's perspective as we would become responsible for mitigation
associated with each phase upon payment of that phase once the permits spell all that out.
It's important to note that the fee schedule for the 2" and 3" phases will not be the current fee schedule. Fees are
adjusted annually based on a cost index that comes out in April and is applied each July. As each phase would be
invoiced separately, when the developer indicates he is ready to move forward and make a payment, the invoice issued
for that phase would reflect the fee schedule in place at that time. The developer, or you on his behalf, needs to request
each invoice when he needs it as we do not have a mechanism to generate phased invoices automatically.
I took just a quick look at the letter, so I apologize if you noted that already.
I thought it best to make that clear since the fees typically increase a bit each year.
