Recker Delta Environmental Consultants, Incorporated 7401 Carmel Executive Park, Suite 206 Charlotte, North Carolina 28226 Dear Mr. Recker: Subject: Review of Quarterly Monitoring Results Boundary Tree Lodge/Cherokee Exxon Groundwater Incident No. 3819 Delta No. 50-88-673 Swain County, North Carolina This letter serves to acknowledge the receipt of the third quarter monitoring results for the subject site. These results were received on October 31, 1990 from you. A review of these data indicates that methyl-tert-butyl ether contamination is still present in monitor wells 3, 4, and 5. MW-2 sampling showed trace amounts. of BTEX. ` On December 13, 1990, Mr. Darren Cogan of Delta split the fourth quarter monitoring samples with the Asheville Regional Office (me). While at the site, Delta also sampled the Ocanaluftee River downgradient of the gasoline sheen on the riverbank. This sample was also split with ARO. Mr. Cogan and I also observed, while sampling the river, a gasoline sheen on a 50 to 60 foot stretch of bank downgradient of the tanks and monitor well 4. No free product was observed in the monitor wells. I look forward to receiving these fourth quarter sample results by January 31, 1991. QUALITY SECTION January 6, 1987 Subject: Illegal Wastewater Discharge Bryson City Car Wash Swain County, North Carolina Based on a complaint to the Swain County Health Department, a representative from this office discovered an illegal wastewater dis- charge originating at your car wash and entering the Tuckasegee River at a point across the street from the car wash and adjacent to the property occupied by Bob's Building Supply Company. This discharge is in violation of N. C. General Statute 143-215.1 (copy enclosed) and is punishable by a fine of up to $10,000 per day. According to a representative in the Bryson City Town Hall, there is no nearby sewer line which could serve the car wash, nor does the Town's wastewater treatment system have the hydraulic capacity to accept more wastewater until the expansion project is completed some- time this summer. In the meantime, you need to furnish some type of non -discharging wastewater treatment system in order to continue the operation of the car wash. Regulations governing this type of system have been enclosed for your use, along with a number which can be used to identify cert- ified professional engineers in your area capable of doing this type of work. I have also furnished a non -discharge permit application for your use. Please respond in writing to this office by -January 19, 1987, with your plans for correcting this illegal discharge.
