and other applicable Laws, Rules, and Regulations

2. This pennit is effective only with respect to the nature and volume of wastes described in the application
and other supporting data.

PPPF� 6. The residuals generated from these treatment facilities must be disposed in accordance with General Statute
143-215.1 and in a manner approved by the Division.
7. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to surface or
groundwaters resulting from the operation of this facility.
8, The facilities shall be effectively maintained and operated as a non -discharge system to prevent the
discharge of any wastewater resulting from the operation of this facility.
9. Diversion or bypassing of untreated wastewater from the treatment facilities is prohibited.
10. Any monitoring deemed necessary by the Division to insure surface and ground water protection will be
established and an acceptable sampling reporting schedule, shall be followed.
11. Adequate, inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper
operation of the subject facilities.
17. A set of approved plans and specifications for the subject project must be retained by the Permittee for the
life of this project.

Noncompliance Notification:
The Perinittee shall report by telephone to the Mooresville Regional Office, telephone number (704) 663-
1699, as soon as possible, but in no case more than 24 hours or on the next working day following the
occurrence or first knowledge of the occurrence of any of the following:
a. Any occurrence at the wastewater treatment facility which results in the treatment of significant
amounts of wastes which areabnormal in quantity or characteristic, such as the dumping of the contents
of a basin or tank, the known passage of a slug of hazardous substance. through the facility, or any other
unusual circumstances;
b. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of
adequate wastewater treatment, such as inechanical or electrical failures of pumps, aerators,
compressors, etc.;
c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass directly to
receiving waters without treatment of all or any portion of the influent to such station or facility; or
d. Any time that self -monitoring information indicates that the facility is not in compliance with its permit
limitations.
Occurrences outside normal business hours may also be reported to the Division's Emergency Management
personnel at telephone number (800) 858-0368, or (919) 733-3300. Persons reporting such occurrences by
telephone shall also file a written report in letter form within five (5) days following first knowledge of the
occurrence. This report must outline the actions taken or proposed to be taken to ensure that, the problem
does not recur.
21 Upon classification of the wastewater treatment and spray irrigation facilities by the Water Pollution
Control System Operators Certification Commission (WPCSOCC), the Permittee. shall designate and
employ a certified operator to be in responsible charge (ORC) and one or more certified operator(s) to be
back-up OR(s) of the facilities in accordance with 15A NCAC 813 .0201. The ORC shall visit the
facilities in accordance with 15A NCAC 8G .0204 or as specified in this permit and shall comply with all
other conditions specified in these rules.
21 The Permittee, at least six (6) months prior to the expiration of this permit, shall request its extension.
Upon receipt of the request, the Commission will review the adequacy of the facilities described therein,
and if warranted, will extend the permit for such period of time and under such conditions and limitations as
it may deem appropriate,

operation. The permittee was madeaware that the existing it his expired. Permit renewal forms
with instructions -0 were given to the permittee. The facility p cd to be well
maintained. There were no sigma of failure or overflow around the settling or holding tank. The tanks
are pumped out quarterly or when Beaded by a local septage haulingco,

In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended,
and other applicable Laws, Rules, and Regulations
PERMISSION IS BEREBY GRANTED TO

continued operation of a 684 GPD wastewater recycle system consisting of a 20 foot by 40 foot
washbay/equipment room, a 100 gallon catch basin, a 1500 gallon settling basin, a submergible pump, oil/water
separator, transfer pump, batch treatment and dewatering module, 1500 gallon treated water holding tank with
ozonation system, pressure return pump, polishing filter module, and all associated piping and appurtenances to
serve the Wood/chuck Chipper Corporation with no discharge of wastes to the surface waters, pursuant to the
application received August 20, 2004, and subsequent additional information received by the Division, and in
confortnity with the project plan, specifications, and other supporting data subsequently filed and approved by the
Departinent of Environment and Natural Resources and considered a part of this permit.
This permit shall be effective from the date of issuance until April 30, 2010, shall void Pennit No.
WQ0016120 issued February 26, 1999, and shall be subject to the following specified conditions and limitations:
I This permit shall become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes described in the application
and other supporting data,
3. The facilities shall be properly maintained and operated at all times.
4: This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there
is a name change of the Pertniftee, a formal permit request must be submitted to the Division of Water
Quality (Division) accompanied by an application fee, documentation from the parties involved, and other
supporting materials as may be appropriate. The approval of the request will be considered on its merits
and may or may not be approved.
5 In the event that the facilities fail to perforin satisfactorily, including the creation of nuisance conditions, the
Permittee shall take immediate corrective action, including those actions that may be required by this
Division, such as the construction of additional or replacement treatment or disposal facilities,

residuals generated from these treatment facilities must be disposed in accordance with General Statute
1 3- 15.1 and in a manner approa,red by the Division.
The issuaaice of this permit shall not relieve the Permittee of the responsibility for damages to surface or
groundwaters resulting from the operation of this facility.
The facilities shale be effectively maintained and operated as a non -discharge system to prevent the
discharge of any wastewater resulting from the operation of this facility.

operation of the subject facilities

deterioration, operator errors and discharges which may cause or lead to the release of wastes to the
environment, a threat to human health, or a nuisance. The Permittee shall maintain an inspections log o
everiron y including at least the date and time of inspection, observations made, and any maintenance,
shall be maintained by the
repairs, r corrective actions taken b the Pe ittee. This log of inspections
p'er ittee for a period of three years frorn the date of the inspection and shall be made available to the<
Division or other perniftfing authority, upon request.
13. Any duly authorized officer, employee, or representative of the Division may, upon presentation of
credentials, enter and inspect any property, premises or place on or related to the recycle system, at any
reasonable time for the purpose of determining compliance with this permit, may inspect or copy any
records that must be maintained under the terms and conditions; of this permit, and may obtain samples of
groundwater, surface water, or leachate.
14. The annual administering and compliance fee must be paid by the Permittee within thirty t ttj days after
being billed by the Division. Failure to pay the fed accordingly may cause the Division to initiate action to
revolve this permit as specified by 15A, NCAC 2H.0c) .
15, failure to abide by the conditions and limitations contained in this permit may subject the Pea ittee to a

Plans and specifications must be prepared in accordance with ISA NCAC 2H .0200 and good
engineering practices. Failure to submit all oft required items will lend to additional processing
and review time for the permit application.

A. Application Form (All Application Packages):
Submit one original and four copies of the completed and appropriately executed application form,
The instructions (PagLs, I and 2 of 5) do not as to be submitted. Any changes made to this forra
will result in the application being returned. The Division of Water Quality (Division) will only
accept application packages that have been fully completed with all applicable items addressed.
The application must be signed by an appropriate person in accordance with 15A NCAC 214.0206.

B. Attachment (All Application Packages):

D. Cover Letter All Application Packages):
Submit one original and four copies of a cover letter, which lists all items and attachments included
in the application package as well as a brief project description.
If necessary for clarity, include attachments to the application. Such attachnients will be considered
part of the application package and should be nutobered to correspond to the section to which they
refer.
E. Wastewater Analysis for Industrial Wastewater (All Ng-w Application Packages):
* Submit five copies of an analysis of the influent wastewater. The chemical analysis must include,,
hot shall not be limited to: Total Organic Carbon, BODi, COD, Nitrates, Chlorides. Phosphorous,
Phenol, Total Volatile Organic Compounds, Total Coliforins and Total Dissolved Solids.
* All testing shall be perf&rmed by an appropriate Division certified laboratory.
Where an actual wastewater sample cannot be obtained, wastewater generated from similar
wastewater recycle facilities or unit processes in a different location may be, sampled. When no
actual wastewater analysis data can be obtained, this data shall be estimated and references provided
to justify the approximations.
F. Detailed Plans and Specifications (All Application Packages):
Submit five sets of detailed plans and specifications signed, sealed, and dated by as NC licensed
professional Engineer.

Plans must include the following minimum items: a general location map, plan and profile views of
the wastewater recycle facilities as well as the proximity of the facilities to other utilities and natural
features, and detail drawings of all items pertinent to the facilities. Tfie map shall clearly indicate all
buffers as required in 15A ,NC AC 2H .02196)(5).
Specifications must include, at a minimum, the following for all items pertinent to the overall
wastewater recycle facilities: specifications for each unit process and quality of construction testing
procedures to ensure the integrity of the final, product is in accordance with 15A NCAC 2H
.0205(d)(I )(B), including leakage and pressure testing,
Plans and specifications must depict a completed design and not be labeled with preliminary phrases
(e.g., FOR= REVIEW ONLY, NOT FOR CONSTRUC'noN, etc.) that indicate that they are
anything other than final plans and specifications, However, the plans and specifications may be
labeled with the phrase: FfNAL DESIGN - NOT RELEASED FOR CONSTRUCTION,
G. Engineering Calculations (All Application Packages):
*K Provide a at balance calculation that clearly demonstrates that the facilities are to be complete
wastewater recycle facilities (i.e., hydrologic inputs minus hydrologic losses show that more
wastewater is utilized than produced). The basis for all values and assumptions should be well
documented in this calculation.
If the, recycle facility is completely enclosed (under roof or all closed tanks) AND it involves the Ilse
of a package wastewater treatment system specifically designed for this type of facility, five copies, of
the manufacturer's information may be submitted in lieu of the, engineering calculations requested
below.
Submit five copies of all design calculations that have been signed, scaled, and dated by a NC
licensed professional Engineer.
Calculations most include the following minimum items: flow calculations; equipment/unit pre ess
sizing calculations; treatment efficiency calculations; hydraulic calculations through the wastewater
recycle facilities, friction/total dynamic head calculations and system curve analysis for all pump
stations; pump selection information including pump curves, manufacturer's information, and
recommended installation guidelines, pump station cycle times and pump run times; and flotation
calculations for all equipment/unit processes.

Impoundments, Ponds, Lagoons, Etc.).
Ensure that the submitted technical specifications address the proper installation and liner as required
in 15A NCAC 214 .0219(c), (d) and (f).
Submit documentation detailing that adequate fireeboard is provided to ensure containment of the 25-
year, 24-hour storm event and continue to ensure structural integrity of the unit. Consideration
should be given to drainage area, slope, soils, impervious areas, etc.
1. Residuals Management Plan (All Application Packages):
Submit a detailed explanation as to how the residuals that are generated (including sediments and
grit) will be stored, treated and disposed of in accordance with 15A NCAC 2" a0205(d)(I'XI-U.

1. This project involves the installation of a zero discharge recycling system to
service the planned pressure wash operations at Woodchuck Chipper Corporation
in Shelby, NG The recycled water processed in this light duty system is projected
to be Lem, than 685 -aallons Der day.
2. Woodchuck Chipper Corporation is engaged in the manufacture of heavy
duty wood chippers. Its manufacturing facilities are located at 512 North Port
Road in Shelby, C.

ULTRACEPT Recycle System to assure that there are no discharges, either to
surface waters or to subsurface waters, as a result of the proposed wash
operation.

7. The ecycle System ill be installed inside an enclosed building to prevent
stormwater entry and to provide freeze protection. Therefore, there can be no
overflow from the system as a result of storm water. Any potential tial leaks of
recycled water in the vicinity of the recycle equipment 'll be contained within the
system. Fresh water will be available in the vicinity of the recycle equipment for
periodic refill after system cleanout, or to compensate for evaporation losses from
the system. Should the fresh water piping ever rupture or leak., a "FailSafe"
system i.e. high level float switch and solenoid value) win be provided to shutoff
the water supply at the source r

installation of the required equipment.

Section III. ljadjagUnd _JnforMJiQn
L WCC is located at 512 NorthDort Road in Shelby. A vicinityp is shown
on Appendix , and; a topographical map is shown on Appendix II Refer to
Appendices III and TV -A for the planned location of the wash bay within the' C
site. It should he pointed out that there are no streams or bodies of water adjacent
to the WCC manufacturingfacility;

system. "here will be no piping or other connections from the planned wash
facility to the existing septic system or drainfield.
. The operations, practices and procedures, which relate to the nature of the
wastewater to he generated in the proposed wash facility are documented as
follows:
a. The wash facility will be used only for washing steel sheets or parts prior
to subsequent manufacturing operations, or for occasional washing of
used equipment prior to factory repair or refurbishing (such equipment
will be blown off or vacuumed off to remove any accumulated wood chips
or dust prior to washing).
b. No unauthorized contaminants or materials will be allowed to enter the
recycle system.

ere will be little activity in the wash operation. Therefore, the average daily water
flew in the recycle system is likely to be lover than 684 gallons per days If, for any
reason, production requirements were to increase in the future, the planned recycle
system has the capacity to allow for expansion up to 3000 gallonsper day"

be chemically treated to flocculate and remove suspended solids and emulsions, and
will be aerated and ozonated to minimizethe growth of odor -causing anaerobic
bacteria"
Section ' . BDBAlvaluation
L Since the wash facility will be under roof to prevent storm water entry, and
since no spray irrigation or surface or subsurface discharge will result from the
recycle system, no attention is given in this report to soil types or conditions.
L The wash water will be collected in a catch basin in the center of the wash bay
(see Appendix IV -A and B for the layout of the wish bay and recycle equipment). The
floor of the wash bay will be sloped toward the catch basin to assure efficient
collection. The catch basin will be outfitted th. a removable grate (traffic -rated a
appropriate, with filter pan: caption) which will allow convenient removal of
accumulated mud, dirt and othersediment. The Catch Basin win be approximately
Xw x ' l x '' d, The total static grater volume in the catch basin (based on a stand
pipe elevation of 1 ") will be approximately 100 gallons.
2. Wash water will gravity flow from this catch basin to a 1500 gallon Settling
Equalization Basin through a " PVC drain line (see Appendix IV- . This Settling
Basin will provide bath efficient gravity settling capacity and adequate surge
capacity. The minimum total settling volume in this basin i.e to be controlled by the
installed elevation of the submergible pump) will be approximately 500 gallons. At
the 3.8 gpm flow rate, this total detention volume equates to a minimum settling or
detention time of 132 minutes.
6. Transfer of oily wash water to the oil/water separator will be accomplished by
a float switch activated submergible pump installed in the Settling Basin. This pump
will be an electrically operated pump, listed by Underwriters Laboratory or equivalent
testing and listing agency, capable of pumping solids at least .25" in diameter,

17. The ULTRACEPT Oil/Water Separator (Model 8603), utilizes an efficient
multi -stage separation design and a proprietary skimming system which can remove
even "sheens" of free oils or hydrocarbons on the surface. The ULTRACC EPT
Oil/Water Separator features a highly efficient design which does not depend on
coalescing packs to achieve its separation efficiency. See Appendix VII for a detailed
view of the oil/water separator. The design purpose of this oil/water separator is to
remove free oils from the wash water. Oils which are chemically emulsified will be
removed in the subsequent Batch Treatment operation. Waste Oil which is removed
by the separator is accumulated in an oil storage compartment located inside the
separator. Accumulated oils will be removed periodically through a drain valve on
this compartment to a 5 gallon bucket and will be transported to an existing waste oil
storage tank located in another building on the WCC site.
8. After the wastewater has been processed in the Oil/Water Separator, it is
transferred to the Batch Treatment Module (see Appendix IV-B). The Batch
Treatment Tank has a capacity of 625 gallons (typical batch size is 500 gallons) and
is equipped with a high level overflow (which drains back to the Settling Basin),
bottom draw -off valves (one for decanting and one for sludge draw -off), and an air
mixer for flocculation. The Batch Treatment operation is conducted to remove any oil
emulsions and suspended solids which may build up in the system over time, This
treatment is a physical/chemical batch treatment operation which is accomplished in
the Batch Treatment Module. During Batch Treatment, an Air per is activated
and a prescribed amount of treatment compound (absorbent powder/polymer
mixture) is added to the system. This addition results in the creation of a flocculation

process which removes suspended solids and breaks oil emulsions. The mixer is then
turned off and the floc is allowed to settle in the cone bottom to This clarification
process generally takes only 15-30 minutes. Once clarification is completed, the
treated water is drawn off through the ball valve at the base of the tank and the
flocculated solids are collected in a media lined gravity Dewatering Assembly. After
gravity dewatering (to pass the "Paint Filter" test), solids will be disposed along with
any sediment removed from the settling basin in an approved manner. The water
processed through the gravity deorate ring assembly is pumped through a bag filter to
remove any "pin floc" which may have passed through the coarse media in the
gravity dewatering assembly and is then transferred to the Treated Water Holding
Tank.
9. The collected water in the Treated Water Holding Tank is recirculated through
an aeration/ozonation module on a periodic basis as controlled by a programmable
interval timer to provide odor control by minimizing the growth of anaerobic bacteria.
10. On demand, a Teel 3/4 hp, 115 volt, shallow well type jet pump will be utilized
to transfer cleaned water from this basin back to the pressure washer. This jet pump
is supplied with a bladder type water to and pressure switch. As the treated water
is pumped back to the pressure washer, it is processed through a final multi -media
polishing filter module designed to remove residual soluble organics.
Section VII. Installation ReaUi=MgU_U
1. All plumbing, electrical, fresh water and compressed air services and/or
connections will be made per the Manufacturer's recommendations and in accordance
with the applicable to and national building codes.
2. No pump or drainage lines in the recycle system will cross over potable water

3. No underground recycle system piping will be located in such a position where
it will be subject to traffic loads. The underground piping, as shown in Appendix IV- ,
will be installed prier to pouring the concrete or for the wash bay and equipment

The recycle system is designed for zero discharge. Accordingly, a number of features
are incorporated in the design to prevent any possibility of overflow. These design
features are enumerated as follows:
1. The entire wash bay and recycle system will be enclosed within a covered
building to prevent storm water entry.

2. The only water contained in the system will 'be that volume which is
intentionally added to the system during initial system filling, or refilling after a
system cleanout, or to compensate for ambient evaporation losses. There will be nQ
hMd-pjDgd W=ction of fresh water tg the recycle system.
3. The Batch Treatment Tank will be equipped with an overflow drain which will
lead back to the Settling Basin. It will also be equipped with a high level float switch
which will disconnect power to the supply pump in the Settling Basinwhen the level
in the Batch Treatment Tank reaches the desired 500 gallon level
4. The excess holding capacity (i.e. freeboard or surge capacity) of the Settling
Basin and Treated Water Holding Tank is greater than the maximum volume of
water contained in the above ground components of the system (Oil/Water Separator
and Batch Treatment Tank). Therefore, in the unlikely event that a leak were to
develop which would allow all of the water in the Oil/Water Separator or Batch
Treatment Tank to leak, such leakage would flow through the floor drains back to the
Settling Basin and would be entirely contained within the system without any chance
of overflow.
5. A high level Alarm will be provided in the Settling Basin and in the Treated
Water Holding Tank to alert personnel of any possible high level condition. WCC also
plans to use this high level switch to automatically disconnect power to the pressure
washer so that further discharges to the Settling Basin cannot be made until In
addition, a float switch installed at an intermediate level will provide early warning
information on the to fill status.
6. A "fail-safe" feature (float switch and solenoid valve) will also be installed which,
will shut off the fresh water supply to the building in the event of a leak or rupture in
the fresh water line. This system will be designed (i.e with normally closed, float
switch contacts and a normally closed solenoid valve) such that the solenoidwill close
in the event of a power outage.

Section VIII.
1. WCC will assure that all routine maintenance, system adjustments and batch
treatment operations are carried out according to the manufacturer's instructions.
Good housekeeping and waste minimization procedures will also be followed in all
operations.
2. The Manufacturer's Representative will conduct a thorough on -site training
program to assure that all personnel operating the system are properly trained in the
routine operation and maintenance of the system. The manufacturer will provide a
maintenance manual detailing all recommended maintenance procedures.
3. All transfer pumps will be periodically checked to be sure that their intakes are
clean and that there is no build-up on the float switches which could affect their
operation.
4. Sediment will be regularly cleaned from the bottom of the Catch Basin and
Settling Basin. All sediment removed will be collected, stored and disposed in an
approved manner.
5. At necessary intervals (usually in conjunction with sediment removal), WCC
will conduct a complete cleanout and will refill the system with fresh water. When
this cleanout is conducted, a licensed contractor will pump out the entire system and
dispose of the wastewater in an approved manner. The frequency of this total
system cleanout will depend on the rate of accumulation of sediment in the Catch
Basin and in the Settling Basin and/or on the rate of build-up of dissolved
contaminants in the system. The typical volume of water removed in such a
cleanout will typically be less than 1500 gallons. As an initial starting point, it is
projected that total system cleanouts will be conducted every 6-12 months.
However, after the system is installed and operational these frequencies will be
modified as warranted by experience.
6. Waste it collected from the Oil/Water Separator will be added to WCPC's
existing waste oil container. Waste oil from this system is currently disposed of by a
licensed waste oil reclaimer, or burned in a waste oil heater.

. To supplement the Oder Control System (aeration and ozonatien is part
of the Recycle System, the system operator r a elect; to periodically add an
antibacterial agent, such chlorine powder or sodium hypochlorite, to the Settling
Basinand/or Catch Basin to help reduce the growth odor causing bacteria.
