Here are the bullets: Per the DWQ Level Spreader BMP Manual Chapter, earthen level spreaders are not allowable. The DWQ sent a Request for More Information letter on April 2, 2007 that specifically states in Item 8: "All level spreaders must be designed with a concrete level lip." You continue to specify an earthen level spreader on Sheet 4 of the plans. If you choose to submit another application for this project, please be advised that although you have the option to seek a variance to construct level spreaders in series within the Tar-Pamlico protected buffer, DWQ staff will not recommend approval for this to the Environmental Management Commission. DWQ staff believe that one of the other options available for areas for steep slopes would be practicable for the Golden Forest project. Also, please be advised that the DWQ will request information about development plans for the southern part of this project as well as building envelopes for the lots on the eastern side of the project that contain streams.
