Dear Mr. Basinger:
The purpose of this correspondence is to respond to the Notice of Violation (Tracking No.: NOV-2019-
DV-0330) for the City of Claremont Collection System (Permit No. WQCS00221) that occurred June 8,
2019.
Incident #201901058 was the result of heavy rainfall of approximately 8 inches in a 48 hour period. The
City of Claremont received an unusually large amount of rain in a short period of time, leading the City
and County to declare a state of emergency in regard to flooding. This area had an active construction
site with a large amount of grading for a private firm's construction project. During this high rain event,
the established storm water measures failed sending a large amount of water and mud onto the City's
sewer line right of way. A manhole lid was dislodged during this process causing the pump station
downstream to be flooded with this debris. City crews acted immediately cleaning and bypass pumping
the station to rectify the situation.
The City of Claremont feels that this incident was unavoidable and that swift actions were taken to control
and mitigate the overflow. There were no monetary savings, time nor other advantages for the City during
this event. We ask that you consider the above information in your decision concerning the above
referenced Notice of Violation.
