Corey Basinger Regional Supervisor Water Quality Regional Operations Section Mooresville Regional Office 610 East Center Ave , Suite 301 Mooresville, NC 28115 Subject: Notice of Violation- Severe Natural Condition Tracking #: NOV-2021-DV-0027 S anitary Sewer Overflows — November 2020 Collection System Permit — WQCS00054 U nion County Dear Mr. Basinger: Union County has received the NOV referenced above for collection system overflows Explanations of the overflows were on the BIMS Overflow Reporting Forms submitted by Union County Public Works (UCPW) to the NCDEQ. However, we have added a few additional facts in the explanations below. Incident # 202003215 Incident # Date 11/12/2020 Date Location 1509 Chandlers Field Drive Location 202003217 Incident # 11/12/2020 Date 2831 Crane Road Location 202003218 Incident # 202003219 11/12/2020 Date 11/12/2020 1409 HWY 205 Location 4015 Sardis Church Road Response: Each of these SSOs were due to an extreme rain event causing flooding that overwhelmed our system. Heavy rain fell across much of North Carolina on Wednesday November 11th through late into the night of Thursday November 12th. The rain was caused by a combination of a slow moving cold front along with a moist flow of air ahead of Tropical Storm Eta. U CPW also has an aggressive Capital Improvement Program throughout the next 5 years. The projects include: Crooked Creek Basin Improvements - $23,900,000 ➢ Suburban Estates PS and FM - $1,000,000.00 ➢ Waxhaw Interceptor —$5,400,000 ➢ WW PS Improvements - $3,500,000 U CPW's current CIP projects are also ongoing with projects including: ➢ Blythe Creek Sewer Improvements - $6,200,000 • Forest Park PS Replacement & Interceptor Improvements - $3,345,000 Crooked Creek I&I Study & Remediation - $476,000 U nion County Public Works continues to invest funds into SSES work, capital improvements, maintenance, FOG, and operations to improve the wastewater collection system.
