Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project site was previously used for timbering and forest management by Duke Energy prior tot he purchase of the property by Catawba County in 2010 for a future park site. When purchased two conservation easements were put in place over the entire property. Both easement holders, the Catawba Lands Conservancy and the NC Water and Land Fund (formerly the Clean Water Management Fund) have reviewed and approved the development plans for these facilities and the park. General land use in the vicinity of the park is rural residential and agricultural uses. There is some limited small commercial uses along Little Mountain Road. 4b. Explain the purpose of the proposed project:* The purpose of this project is to provide a nature themed park to the citizens of Catawba County and surrounding areas. Included in this park is water access to Lake Norman via 1) kayak/canoe launch (RGP 125); and, 2) fishing and observation pier (RGP 56). Note that no wetlands nor any jurisdictional channels are impacted by these two proposed facilities that require a General Permit. No other wetland or jurisdictional impacts are proposed for any of the park development. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* There are just two areas that require a General Permit: 1) the kayak and boat launch to provide water access to the public; and, 2) the fishing/observation to provide fishing and public viewing of Lake Norman. The two access trails are allowable and the project has already been approved for riparian buffer impacts by ND DEQ and by NC DEQ DMS. Most work will be top down construction of the boardwalks to minimize the buffer and shoreline disturbances.
