Box 1388 Lumberton, NC 28359 Subject: Pretreatment Review of Industrial Waste Survey (IWS) Program: City of Lumberton WWTP: City of Lumberton — NPDES No/Permitted Flow: NC0024571/20 MGD Robeson County Dear Beverly Allen, The Municipal Unit of the Division of Water Resources has reviewed the IWS for the City of Lumberton. This IWS was received by the Division on October 1, 2020. Additional information was requested, and the revised IWS was submitted on January 20, 2021. Proper completion of an IWS is required by your NPDES permit. The review indicates that the IWS is adequate and meets 40 CFR 403.8 (f) (2). The City's IWS included 45 industries, from which nine industries contribute 1.84 MGD of non -domestic flow, and eight industries are classified as Significant Industrial Users (SIUs). It is the responsibility of the POTW to continue efforts to ensure that any SIU, as defined by NCAC 15A 2H .0903(b)(30) (A) through (D), are identified and subsequently added to the City's pretreatment program. This includes evaluating new IUs before they commence discharge and assessment of existing IUs. Next IWS Due Date: January 21, 2026, unless conditions at the POTW change significantly and warrant an earlier submittal. Furthermore, within 180 days of the effective date of any reissued/modified NPDES permit, the Permittee would be required to submit a written technical evaluation of the need to revise local limits to the Division. Pursuant to 15A NCAC 02H .0907(b), either the Division or the Permittee may initiate pretreatment program revisions. Any additional conditions or requirements to the Permittee related to pretreatment or pretreatment program updates must be complied with separately from this approval action.
