Project Name: "Line 451 — Duke Marshall Steam Plant Pipeline (Express)". You will notice the original permit approval letters (attached)
include both Lincoln and Catawba County; however, the activities proposed in the permit modification are wholly located within Lincoln
County.

Explanation Piedmont Natural Gas Company, Inc. (PNG) proposes an amendment to the
previously approved Lincoln County construction stormwater permit (NCC191630)
for the Duke Marshall (Line 451) Natural Gas Pipeline Project. Following the
installation of the Line 451, which crossed Killian Creek (Perennial Stream 29),
Killian Creek shifted resulting in unstable stream conditions at the natural gas
pipeline crossing, leading to concerns of pipeline integrity.
This certificate of coverage for the construction activities associated with the
natural gas pipeline installation includes 198 acres of land disturbance, of which,
only 190.1 acres were utilized. This permit modification proposes to capture an
additional 2.5 acres of land disturbance to accommodate the restoration of Killian
Creek within and adjacent to PNG's easement to protect the recently installed
natural gas pipeline. The disturbance area associated with the access road and
existing utility right-of-way depicted in the attached figures is included in the
permitted 190.1 of 198 acres of available land disturbance. The limits of
disturbance adjacent to the existing utility right-of-way along Killian Creek consists
of the 2.5 acres associated with this modification request. The stream restoration
activities will include installation of erosion and sediment control best management
practices (BMPs), streambank stabilization, instream installation of riffle, pool, run,
and glide sequencing utilizing Rosgen Natural Channel Design techniques,
backfilling and final grading, and implementation of revegetation & final
stabilization.
In addition to this permit modification for construction stormwater, coverage under
the US Army Corps of Engineers Nationwide Permit 13 (Streambank Stabilization)
has been obtained, as well as an NCDEQ Section 401 General Water Quality
Certification (see attached documents). If you have any questions or requests for
