provde a detailed and rtemized presentaton of the proposed impacts to wetlands and streams wrth corresponding mapping If mrtigation is necessary as requred by 1 SA NCAC 2H 0506(h) it is preferable to present a conceptual (if not finalized) mrtigatton plan with the environmental documentaton Approprtate mtgation plans will be requred prior to issuance of a 401 Water Qualtty Certficaton 2 Environmental assessment alternatives shall consider design crrtera that reduce the impacts to streams and wetlands from storm water runoff These atternatves shall include road destgns that allow for treatment of the storm water runoff through best management practces as detailed in the most recent verston of NCDWQ Stormwater Best Management Practices such as grassed swales buffer areas preformed scour holes retenton basms etc After the selecton of the preferred alternative and pnor to an ssuance of the 401 Water Quality Certficatton NCDOT is respectfully reminded that they wll need to demonstrate the avoidance and mnimization of mpacts to wetlands (and streams) to the maxmum extent practcal In accordance wth the Envronmental Management Commission s Rules { 1 SA NCAC 2H 0506(h)} mtigation will be requred for mpacts of greater than 1 acre to wetlands In the event that mrtgation is requred the mitgation plan shall be designed to replace approprate (ost functons and values The NC Ecosystem Enhancement Program may be avalable for use as wetland mrtigation 4 In accordance with the Environmental Management Commission s Rules { 1 SA NCAC 2H 0506(h)} mrtigation will be required for impacts of greater than 150 linear feet to any smgle stream In the event that mrtigahon is required the mrtgation plan shall be designed to replace appropnate lost functions and values The NC Ecosystem Enhancement Program may be avalable for use as stream mrtgatton 5 NCDWQ is very concerned wrth sediment and erosion mpacts that could result from ths proect NCDOT shall address these concerns by descrbing the potental mpacts that may occur to the aquatc envronments and any mrtigatng factors that would reduce the mpacts 6 If a brdge is being replaced wtth a hydraulc conveyance other than another bridge NCDWQ beleves the use of a Nationwide Permrt may be requred Please contact the US Army Corp of Engineers to determme the requred permit(s) If the old bridge is removed no dscharge of bndge matenal into surface waters s allowed unless otherwise authorized by the US ACOE Stnct adherence to the Corps of Engmeers guidelmes for bridge demolrtion will be a condrton of the 401 Water Qualty Certficaton 8 Whenever possble NCDWQ prefers spannng structures Spanning structures usually do not require work within the stream or grubbmg of the streambanks and do not require stream channel realignment The horizontal and vertical clearances provided by brdges shall allow for human and wildlife passage beneath the structure Fsh passage and navgaton by canoeists and boaters shall not be blocked Brdge supports (bents) shall not be placed m the stream when possble 9 Bndge deck drans shall not discharge directly mto the stream Stormwater shall be drected across the bridge and pre treated through site approprtate means (grassed swales pre formed scour holes vegetated buffers etc ) before entermg the stream Please refer to the most current version of NCDWQ s Stormwater Best Management Practices 10 If concrete is used durmg construction a dry work area shall be mamtained to prevent direct contact between curmg concrete and stream water Water that madvertently contacts uncured concrete shall not be discharged to surface waters due to the potenhal for elevated pH and possble aquatc life and fish klls 11 If temporary access roads or detours are constructed the site shall be graded to ts preconstruction contours and elevations Disturbed areas shall be seeded or mulched to stabilize the soil and appropriate natve woody species should be planted When usng temporary structures the area shall be cleared but not grubbed Clearmg the area with chain saws mowers bush hogs or other mechanized equtpment and leaving the stumps and root mat mtact allows the area to re vegetate naturally and mmimzes sol disturbance 12 Placement of culverts and other structures in waters streams and wetlands shall be below the elevaton of the streambed by one foot for all culverts with a diameter greater than 48 mches and 20 percent of the culvert dtameter for culverts having a diameter less than 48 nches to allow low flow passage of water and aquatc ltfe Design and placement of culverts and other structures includng temporary eroson control measures shall not be conducted m a manner that may result in ds equilbrium of wetlands or streambeds or banks adacent to or upstream and down stream of the above structures The applcant is requred to provide evdence that the equilbrum is betng mainta►ned if requested m writmg by NCDWQ If this conditon is unable to be met due to bedrock or other limrtmg features encountered durng construction please contact NCDWQ for guidance on how to proceed and to determne whether or not a permrt modficaton w►11 be required 13 If multtple pipes or barrels are requred they shall be designed to mimc natural stream cross secton as closely as possble including ppes or barrels at flood plam elevation floodplan benches and/or slls may be requred where approprate Widenmg the stream channel shall be avoded Stream channel widenmg at the mlet or outlet end of structures typically decreases water velocrty causng sedment deposition that requires ncreased maintenance and dsrupts aquatic Itfe passage 14 If foundation test borings are necessary it should be noted n the document Geotechnical work s approved under Genera1401 Certfication Number 3624/Nationwde Permt No 6 for Survey Actvrties 15 Sediment and erosion control measures sufficient to protect water resources must be implemented and mamtaned n accordance with the most recent verson of North Caroltna Sediment and Eroson Control Plannng and Design Manual and the most recent verson of NCS000250 16 All work m or adJacent to stream waters shall be conducted in a dry work area unless otherwise approved by NCDWQ Approved BMP measures from the most current verson of NCDOT Constructon and Mamtenance Actrvittes manual such as sandbags rock berms cofferdams and other diversion structures should be used to prevent excavaton in flowmg water 17 Sediment and erosion control measures shall not be placed m wetlands and streams 18 Borrow/waste areas shall avoid wetlands to the maximum extent practical Impacts to wetlands m borrow/waste areas could preciptate compensatory mrttgaton 19 Whle the use ofNational Wetland Inventory (NW[) maps NC Coastal Region Evaluaton of Wetland Sgnficance (NC CREWS) maps and soil survey maps are useful tools thetr nherent maccuracies require that qualified personnel perform onsite wetland delineatons prior to permtt approval 20 Heavy equipment shall be operated from the bank rather than m stream channels in order to minmize sedimentation and reduce the Ikelihood of mtroducing other pollutants into streams Ths equipment shall be mspected daly and mamtaned to prevent contamtnaton of surface waters from leaking fuels lubrcants hydraulic fluids or other toxic materals 21 In most cases NCDWQ prefers the replacement of the exstmg structure at the same locaton wrth road closure If road closure is not feasible a temporary detour should be desgned and located to avoid wetland mpacts mmimize the need for clearmg and to avod destablizmg stream banks If the structure will be on a new alignment the old structure shall be removed and the approach frlls removed from the 100 year floodplam Approach fills should be removed and restored to the natural ground elevaton The area shall be stabilized wrth grass and planted wrth natrve tree species Tall fescue shall not be used in rparan areas 22 Riprap shall not be placed m the actve thalweg channel or placed m the streambed m a manner that precludes aquatic lfe passage Bioengmeerng boulders or structures should be properly desgned sized and installed Thank you for requestng our mput at ths ttme NCDOT is reminded
