Regarding the Little Snowbird article and letter you received, I have completed my investigation. A snapshot sample reveals a slightly elevated TKN result. The remaining analysis were comparable to similar watersheds.. Visual inspection.revealed the rocks in snowbird and little snowbird have elevated brown slime/algal growth compared to other watersheds with similar development, but without trout farms. I attempted for over a month (email dated 6/23) to get Keith, the most knowledgeable team member of this area and facility type, to do a watershed/facility visit with me, to no avail. ' Keith and I did speak briefly about the trout farm on little snowbird (Hemac). I was informed, much to my surprise, that these facilities are ALLOWED to discharge their waste material. If this is the case then I can see why the general public has concerns when this happens in their stream. Furthermore, upon investigation of the Hemac file and BIMS, Hemac has NOT been inspected since 2001 - and there are discrepancies/errors in the BIMS system with regard to this facility. The facility is listed in Swain County, but located in Graham and there are screens that show it as an INACTIVE/CLOSED facility, perhaps because of an old facility in Swain. Not sure, once again Keith would be the most knowledgeable with regard to this area and facility. Therefore, so as to avoid scrutiny if this blows up, it is my recommendation that since an article has been written on this creek, that you have received a letter from a citizen and that the creels reveals some non enforceable issues; an inspection of the HEMAC trout farm take place soon.
