Tiger Falls Stream and Wetland Mitigation Site Post Contract Award IRT Site Visit: 12-14-2020 NC DMS Project # 100172 NC DMS Contract # 0301-02 RFP # 16-20190301 Task 1 a.) Inter -Agency Post Contract Site Visit: Site Visit Notes As specified within RFP #16-20190301, Restoration Systems (RS) held an on -site meeting with regulatory agencies and DMS staff to discuss the Tiger Falls Stream and Wetland Mitigation Site (TF) on December 14t", 2020. Below is a list of attendees and general site visit notes. Attendees: USACE: - Casey Haywood - Todd Tugwell NC WRC: - Olivia Munzer Site Visit Notes: - UT-1: NC DMS: - Paul Wiesner - Mathew Reid NC DWR: - Erin Davis Restoration Systems: - JD Hamby - Raymond Holz Axiom Environmental: - Grant Lewis o Upstream of the crossing, Todd voiced concerns over how fast the new channel could be brought up to the needed elevation. o Downstream of the crossing, the reconnection to the floodplain is the key to justifying the restoration approach. Clearly show how this will be accomplished in the plans. o In the lower reaches of UT 1, explain the easement break adjacent to infrastructure associated with the landowners screened porch and other outbuildings. o Call out box was added to the post -visit figure to explain the easement break for the campsite/picnic shelter. - UT-2: o The proposed approach of E2 on the upper reach would not achieve the needed bank stabilization. Todd suggested doing restoration of the entire tributary using a combination of cut and fill to achieve the maximum uplift. o Ephemeral channels entering the tributary and other eroding areas will be stabilized as part of the restoration process. - UT-3: o The IRT requested marsh treatment areas be added below the pond to treat water prior to entering the Site. In addition, a second marsh treatment area was to be added on gullies draining to the Site. o Cattle will not be fenced out of the pond since we are treating pond runoff through the treatment areas. o Remove failed crossing at the bottom of the tributary. Page 1 of 2 Tiger Falls Stream and Wetland Mitigation Site Post Contract Award IRT Site Visit: 12-14-2020 NC DMS Project # 100172 NC DMS Contract # 0301-02 RFP # 16-20190301 - UT-4: o In the E2 reaches of UT 4, explanation will be added in the mitigation plan and plan sheets detailing the spot stabilization of stream banks to justify a 2.5:1 ratio. o The easement around the campsite will be modified, with a goal of expanding the buffer to compensate for narrow buffers near the campsite. o The preservation in this reach was switched to "non-credit generating" due to the existing landowner constrains and activities around the easement area that would not allow for a full 50-foot buffer to be maintained. o It was also suggested that IRS explore using internal crossings rather than external crossings to aid long-term management and stewardship. - UT-5: o Explain the E2 justification in the mitigation plan and plan sheets by detailing bank treatment areas, understory planting plan, etc. - Buffalo Creek: o Add a NC SAM form for Buffalo Creek to show documentation supporting a preservation justification. - Wetlands: o Erin requests detailed planting zones for the wetland areas with seed mixtures and tree species. o Todd wants to see detailed explanations of expected uplift in enhancement areas. o The proposed mitigation plan assets and site features will be based on the signed USACE Preliminary Jurisdictional Determinations (PJD). o An area of wetland preservation (or enhancement) located in the Buffalo Creek floodplain may be added to the easement area. The wetland may be credited at 5:1 with NC WAM forms justifying a High -Quality wetland area. This area may qualify for enhancement if uplift is justified and success criteria (species diversity, understory density, or other) is discussed and monitored. General Comments: o Erin requests property lines to be added to a map before visits and as much description of activities and conditions on the mitigation plan. o E2 reaches need detail in the mitigation plan and accompanying sheets for justification. o Wetland Preservation or Enhancement will be justified by detailed description of uplift in the plans. (Planting plans, invasive treatment, cattle access, etc.) o Axiom will add gauges to collect existing wetland conditions data for 2021 prior to the start of the growing season. o RS will examine and take into account existing vegetation in the riparian buffer while designing the site, and work around valuable trees and shrubs during construction.
