Morning Kasey,
Given the fact that you're proposing to eliminate easement breaks and relocate a utility line, I think the IRT
would be in favor of this change in credits. I support submitting the changes at as -built with a mit plan
addendum with the change in credits explained. Thanks for notifying us in advance.

As Brad and you have discussed, we are in the process of working with DMS to make a few changes to the
Monkey Wall conservation easement before finalizing. Because the trout moratorium delayed our
construction schedule, we decided to further evaluate relocating the existing utility lines on the project parcel,
to remove any easement breaks on the project. After multiple meetings with the utility company and
adjacent landowners, we determined the relocation of the utility lines outside the easement into the NCDOT
right-of-way is possible. We are not proposing any changes to the overall mitigation plan/design or
restoration/enhancement activities; we are only proposing a change to the conservation easement shape and
the elimination of the breaks/crossings. These updates will generate an increase in credits, changing the
mitigation plan that was approved by the IRT. After thorough communication with DMS, we thought it would
be best to make the change to the mitigation plan at as -built as an amendment once the utility relocation was
finalized and resurveyed. At that time, RES would re -run the NSBW calculations for IRT review/approval. I
have attached the updated concept for your convenience. Please let us know if an amendment at as -built is
the best path forward and if you have any questions, comments, or concerns.
