(Alchem) facility located at 8135 Red Road in Rockwell, Rowan County, North Carolina. This report in intended to update the North Carolina Department of Environment and Natural Resources (NCDENR), Division of Water Quality (DWQ), Aquifer Protection Section (APS) on recent groundwater assessment activities conducted at the site since submittal of the Comprehensive Site Assessment Addendum A (CSA-A) on August 28, 2009 and the Quarterly Groundwater Monitoring Results on December 12, 2009. The assessment activities summarized in this report were conducted in general accordance with 15A NCAC 2L .0106 as summarized in the NCDENR guidance document entitled Groundwater Section Guidelines for the Investigation and Remediation of Soil and Groundwater (Guidelines) dated July 2000. 2.0 ADDITIONAL GROUNDWATER ASSESSMENT 2.1 Groundwater Monitoring Well Installations In February 2010, Delta provided oversight for the installation of two groundwater monitoring wells (MW-11 and MW-I ID) within the North Carolina Department of Transportation (NCDOT) right-of-way along Red Road, two monitoring wells on property owned by Industrial & Agricultural Chemicals located east of the Alchem site (MW-12 and MW-12D), and one monitoring well on the east side of the Alchem site (MW-7D). The five new monitoring wells are presented on Figure 1. Delta completed the well installations in accordance with NCDENR Monitoring Well Construction Permit Number WM0300559 and NCDOT Encroachment Number 09-096-RE (Appendix A). The groundwater monitoring wells were constructed as Type Il wells with ten feet of two-inch diameter Schedule 40, 0.0010-inch slotted PVC screen. Monitoring wells MW-11 and MW-12 were advanced into the shallow water table to total depths of approximately 30 feet below ground surface (bgs) and 40 feet bgs, respectively. Comprehensive Site Assessment Addendum B Alchem, Inc. _ 8135 Red Road Rockwell, Rowan County, North Carolina Groundwater Incident No.: 200502451 Delta Project No.: 5E0805096P Page 2 of 6 Monitoring wells MW-7D, MW-11D, and MW-12D were advanced to the top of apparent competent bedrock to total depths of approximately 79.5, 80, and 100 feet bgs, respectively. The monitoring wells were developed following completion to remove suspended colloidal material from groundwater and improve the hydraulic connection between the aquifer and sand pack. The soil boring logs, well completion schematics, and well construction records for MW-7D, MW-11, MW-11D, MW-12, and MW-12D are contained in Appendix B. Following construction, the monitoring wells were surveyed by The Survey Company and tied into the existing survey of the site and monitoring well network. A copy of the survey plat is contained in Appendix C. 2.2 Groundwater Flow and Hydraulic Gradients Depth -to -water measurements were collected from the on -site and off -site groundwater monitoring wells on February 20, 2010. The depth -to -water measurements were collected using a decontaminated electronic water level indicator with an accuracy of 0.01 feet. Disposable nitrile gloves were worn and changed between measurements. Groundwater elevation data collected on February 20, 2010 are summarized in Table 1. Groundwater flow direction in the shallow aquifer was estimated by developing a groundwater contour map based on water table elevation data obtained from the monitoring wells on February 20, 2010 (Figure 2). Based on these data, the horizontal water table gradient as measured from monitoring well MW-1 to MW-8 was calculated to be approximately 0.032 feet per feet (ft/ft) with flow to the northeast and from monitoring well MW-5 to MW-4 the gradient was calculated to be approximately 0.005 ft/ft with flow to the southeast. The shallow groundwater flow across the site generally radiates from the area near MW-1 and MW-9, which is the apparent hydraulic high at the site. This flow direction is consistent with previous determinations made at the site. Vertical hydraulic gradients were calculated from the depth -to -water measurements collected from the Type II well pairs located on -site and off -site. Downward vertical hydraulic flow was measured at 0.019 ft/ft, 0.024 ft/ft, 0.022 ft/ft, and 0.005 ft/ft from monitoring well pairs MW-6/MW-6D, MW-7/MW-7D, MW-11/MW-11D, and MW-12/MW-12D. The static water levels measured on February 20, 2010 Comprehensive Site Assessment Addendum B Alchem, Inc. 8135 Red Road Rockwell, Rowan County, North Carolina ?_ Groundwater Incident No.: 200502451 Delta Project No.: 5EO805096P Page 3 of 6 indicate that the average vertical hydraulic gradient at and in the vicinity of the site is slightly downward at 0.0175 ft/ft (Table 2). 2.3 Groundwater Sampling From February 20 to 21, 2010, Delta purged the 10 on -site and six off -site monitoring wells of three volumes of groundwater or until dry using a decontaminated, stainless steel, submersible pump. On -site water -supply wells WS-2 and WS-3 were allowed to run for approximately 15 minutes prior to collecting groundwater samples in order to remove stagnant water from the pumps and associated lines. Purge water was subsequently disposed in Pond #1. Water samples from the off -site water -supply wells (Beaver, Daniels, and Samples) were collected in the same way as the on -site water -supply wells. New nitrile gloves were worn during the purging and sampling of each well to minimize the potential for cross - contamination during the sampling process. Field measurements of pH, electrical conductivity, dissolved oxygen, oxidation reduction potential, turbidity, and temperature were collected from the groundwater samples collected during these activities. Groundwater field measurements are summarized in Table 3. -- On -site water -supply well WS-1 was inoperable at the time of this sampling event. The groundwater samples collected from the monitoring wells and water -supply wells were decanted into pre -labeled, laboratory -supplied containers, placed on ice in a cooler, and transported to Pace Analytical Services, Inc. (Pace) under chain -of -custody for laboratory analysis of pH according to EPA Method 9040, and sulfate according to Method ASTM D516-90. As part of Alchem's permit to operate the on - site lagoon recycle system (Permit No. WQ0002702), a water sample was also collected from the stream on the Samples property for analysis of pH and sulfate. In addition, water samples collected from monitoring wells MW-1, MW-2, MW-3, and the stream were submitted to Pace for analysis of total and dissolved aluminum according to EPA Method 6010, specific conductance according to EPA Method 120.1, total dissolved solids according to Standard Method 2540C, and total suspended solids according to Standard Method 2540D. These results were summarized on forms GW-59A and GW-59 and submitted to the Information Processing Unit of the NCDENR, DWQ on March 4, 2010. A copy of that transmittal package is included in Appendix D. Comprehensive Site Assessment Addendum B Alchem, Inc. 8135 Red Road Rockwell, Rowan County, North Carolina Groundwater Incident No.: 200502451 Delta Project No.: 5EO805096P Page 4 of 6 3.0 LABORATORY ANALYTICAL RESULTS The laboratory analytical reports and chain -of -custody records for the groundwater samples collected in February 2010 are provided in Appendix E. The pH and sulfate results are summarized in Table 4. Historical groundwater analytical results are summarized in the table contained in Appendix F. As summarized, pH was below the NCDENR Groundwater Quality Standard (2L Standard) range of 6.5 to 8.5 Standard Units (SU) in the groundwater samples collected from the on -site and off -site monitoring wells and the on -site water -supply wells. The lowest pH (3.5 SU) was detected in the water samples collected from MW-3 and MW-4, which are located in the southern portion of the property. The groundwater samples collected from monitoring wells MW-8, MW-11D, MW-12, and MW-12D exhibited pH values slightly below the 6.5 SU lower limit. The water samples collected from off -site water -supply wells Beaver, Daniels, and Samples exhibited pH values at or above 6.5 SU. Sulfate concentrations were detected above the 2L Standard of 250 mg/L in the water samples collected from monitoring wells MW-1 (749 mg/L), MW-3 (1,970 mg/L), MW-4 (6,050 mg/L), MW-6 (1,420 mg/L), MW-6D (32,800 mg/L), MW-7D (1,190 mg/L), and MW-12D (511 mg/L) and water -supply wells WS-2 (3,970 mg/L), WS-3 (8,820 mg/L), and Samples (291 mg/L). The shallow groundwater isoconcentration and lateral extent maps for pH and sulfate are presented on Figure 3 and Figure 4, respectively. Review of these figures indicates that lowest pH and highest total sulfate concentrations in the shallow groundwater were detected in the water samples collected from the southern portion of the site. This is consistent with previous determinations made at the site. 4.0 CONCLUSIONS Based on the activities conducted at the Alchem site to date, Delta offers the following conclusions: • Based on the results of the additional hydrogeologic assessment and sampling activities conducted at the site, the extent of pH and sulfate groundwater impact has been sufficiently defined. Comprehensive Site Assessment Addendum B Alchem, Inc. 8135 Red Road Rockwell, Rowan County, North Carolina Groundwater Incident No.: 200502451 Delta Project No.: 5EO805096P Page 5 of 6 • Shallow groundwater at the site has likely been impacted by low pH and elevated sulfate as a result of historic spills and releases associated with operations formerly conducted on -site. However, sulfate was detected at a concentration of 2,830 milligrams per kilogram in a bedrock sample collected at a depth of approximately 140 feet bgs during the installation of MW-6D in September 2008. The low pH of groundwater at and in the vicinity of the site may be accelerating the leaching of sulfate from the native bedrock resulting in higher concentrations ("false positives") observed in the groundwater samples collected from the top -of -bedrock monitoring wells (MW-7D and MW- 12D) and deeper bedrock monitoring and water -supply wells (MW-6D, WSW-2, and WSW-3). • Shallow groundwater flow direction at the site appears to be migrating radially from an apparent hydrogeologic high located near monitoring wells MW-1 and MW-9. The pH level detected in the up -gradient groundwater sample collected from MW-9 indicates that the apparent background shallow groundwater in the area of the Alchem site is slightly acidic. • Although the concentration of sulfate detected in the groundwater sample collected from the Samples well slightly exceeded the 2L Standard, in general, the laboratory analytical results do not indicate that substantial impact has occurred to off -site water -supply wells as a result of former activities conducted at the Alchem site. 5.0 RECOMMENDATION Based on these conclusions, Delta offers the following recommendation: • Quarterly groundwater monitoring at the Alchem Site should continue to better determine seasonal variations in physical and chemical groundwater conditions. Since the submittal of the CSA-A report in August 2009, two quarterly sampling events have been conducted (November 2009 and February 2010). The next quarterly sampling event will be conducted in May 2010 and include the on -site and off -site monitoring wells (15), the accessible on -site water -supply wells - (two), and the off -site water -supply wells (three). Groundwater samples will be submitted for analysis of pH and sulfate. The borehole shall not penetrate to a depth greater than the depth to be monitored or the depth from which contaminants are to be recovered. 2. The well shall not hydraulically connect separate aquifers. 3. All water -bearing zones that are known to contain polluted, saline, or other nonpotable water shall be adequately cased and cemented off so that pollution of the overlying and underlying groundwater zones will not occur. 4. Construction materials shall be compatible with the contaminants to be monitored or recovered. The casing shall equal or exceed Schedule 40. 5. The well shall be constructed in such a manner that water from land surface cannot migrate into the gravel pack or well screen area. 6. When a sand pack is placed around the screen, a seal shall be installed above the sand. 7. Grout shall be placed in the annular space between the casing and the borehole wall from land surface to a depth within two feet above the top of the well screen or to the bottom of the casing for open-end wells. 8. All wells shall be secured to reasonably insure against unauthorized access and use. The well shall be permanently labeled with a warning that it is for monitoring or recovery purposes and the entrance to the well must be secured with a lockable cap. 9. All wells shall be afforded reasonable protection against damage during construction and use. 10. Each well shall have permanently affixed an identification plate. 11. A completed GW-1 and copies of all water quality results must be submitted for each well to the Division of Water Quality. 12. (Alchem), Delta Consultants (Delta) is pleased to present the results of the quarterly groundwater monitoring event conducted on November 21, 2009 at the referenced site. These activities were requested by the North Carolina Department of Environment and Natural Resources (NCDENR) in correspondence to Alchem dated October 14, 2009. Permission to access the Bautista/McIntyre property (parcel Nos. 357D305 and 357D250) has not been obtained to date. As a result, a sample from the water -supply well apparently servicing these adjacent properties was not collected. GROUNDWATER SAMPLING Static groundwater level measurements were collected from the site -related monitoring wells using a decontaminated electronic water level indicator. The static water levels were subtracted from the previously surveyed top of casing mean sea level elevations to determine the static water level elevations. The water levels and calculated water level { elevations are presented in Table 1. Based on these data, a - shallow groundwater contour map was constructed and is presented as Figure 1. The shallow groundwater flow j direction across the site generally radiates from the area near monitoring wells MWA and MW-9, which is the apparent hydraulic high at the site. Facility Rockwell, North Carolina Page 2 The groundwater monitoring wells (11 total) were purged of three well volumes or until the well was dry using new disposable bailers or a decontaminated submersible pump. The i water -supply wells (five total) were allowed to run for approximately 15 minutes prior to collecting a groundwater sample in order to remove stagnant water from the pump and associated lines. On -site water -supply well WSW-1 was inoperable at the time of the monitoring event; therefore, a groundwater sample was not collected. Groundwater field parameters were collected from each monitoring well volume purged and from each monitoring well and water -supply well at the time of sample collection for pH, conductivity, dissolved oxygen, temperature, turbidity, and oxidation reduction potential. The final field l parameters measured from the groundwater samples collected at the site are presented in Table 2. Groundwater quality samples were subsequently collected from the monitoring wells (via the same bailer or pump tubing used to purge the well) and water -supply wells (via wellhead spigots), decanted into laboratory -supplied containers, placed on ice in a cooler, and transported to Pace Analytical Services, Inc. (Pace) under chain of custody for analysis of pH according to EPA Method 9040 and sulfate according to Method ASTM D516-90. The laboratory analytical results are summarized in Table 3 and the Pace report is contained in Attachment A. As summarized, pH was below the North Carolina Groundwater Quality Standard (NCGQS) range of 6.5 to 8.5 Standard Units (SU) in the groundwater samples collected from the site -related monitoring wells and on -site water - supply wells (WSW-2 and WSW-3). pH was within the NCGQS range in the water samples collected from the Daniels and Samples water -supply wells. The pH of the water sample collected from the Beaver supply well was 6.4 SU. The shallow groundwater pH isoconcentration map is presented as Figure 2. Concentrations of sulfate detected in the groundwater samples collected from monitoring wells MWA , MW-3, MW-4, MW-6, and MW-6D exceeded its established NCGQS of 250 milligrams per liter (mg/L). Sulfate concentrations also exceeded the NCGQS in the water samples collected from the on -site water -supply wells WSW-2 and WSW-3 and the Samples supply well. The lateral extent of sulfate impact in shallow groundwater is presented as Figure 3. The laboratory analytical results are consistent with previous data collected for the site. Historical laboratory analytical results (since September 2008) are summarized in Table 4. UPDATED WATER -SUPPLY WELL SURVEY As part of the November monitoring event, a reconnaissance of the Mary Beaver (parcel No. 357D292) and Alson Fortson (parcel No. 357D304) properties was conducted to determine the presence of potential water -supply wells. It was verified that the two properties are undeveloped and water -supply wells were not identified as being present. Table 1 and Figure 3 as presenteee� in the August 28, 2009 Comprehensive Site i Assessment Addendum A report have been updated and are presented as Table 5 and Figure 4, respectively. Facility Rockwell, North Carolina Page 3 OTHER ACTION ITEMS Discussions with Mr. Randall Andrews, President of Alchem regarding the location of the line supplying municipal water to the facility and two off -site properties (Bautista and McIntyre) indicated that Figure 5B presented in the Comprehensive Site Assessment Addendum A is correct to his knowledge. Delta requests that the NCDENR provide -- Alchem with information regarding their understanding of the water line location if this is not consistent with previous findings. Delta is in the process of securing monitoring well installation permits and right of entry agreements from the NCDENR, North Carolina Department of Transportation, Industrial & Agricultural Chemicals, Inc., and other potential off -site property owners to complete the horizontal and vertical delineation of pH and sulfate impact in the vicinity of the Alchem site. Delta will notify the NCDENR if additional off -site property access cannot be obtained in order to meet the January 15, 2009 deadline for submittal of the second addendum to the Comprehensive Site Assessment.
