restated and addressed below The PCN application and impact maps were revised

1 Isolated Wetlands
a It appears that you are fillang all of the asolated wetlands on the sate
Please explaan how you are unable to avoid and manamaze asolated wetland
ampacts on the property
This high density residential development was planned to cluster the
homes as much as possible outside of the most environmentally valuable
areas of the site These areas include approximately 2 3501inear feet of
perenmal stream, 1 acre of npanan wetlands and a 100 foot npanan
buffer The distnbution of the isolated wetlands across the upland areas of
the site and their linear shape makes their avoidance impractical based
upon 12 151ots that would be lost to protect a tenth more of the total
wetlands present on the site

3 Buffer Impacts
a Page 7 of 11 of the PCN applacation Sectaon C 6b Zndccates that all of the
buffer ampacts are permanent However on Dwg No 3 and 4 there
appears to be a lane that may indicate the limcts of dcsturbance to be
greater than the extent of the buffer impact If the limits of disturbance
exceed the 30 foot maintenance corridor this should be recorded as
, temporary buffer tmpacts Please revise and resubmat page 7 of 11 if this
as a correct assumption or explaan otherwase
The aforementioned lme was a drawmg artifact that has been removed
from revised and attached Dwg No 3 and 4 The construction comdor will
not exceed the 30 foot mamtenance comdor therefore there are no
changes to the buffer impact amounts reported

this sate meets the dcffuse flow requirements with level spreader or other BMP per
Chapter 8 of the BMP Manual The PCN appltcation indtcated that a diffuse flow
plan was ancluded but DWQ could not locate one Please provtde a diffuse flow
plan
The pro�ect engineer, Mr Jeff Roach of Peak Engineenng, mdicates that the
pro�ect must follow current City of Durham storm water requirements for water
quality water quantity and diffuse flow Detailed construction drawmgs and
plans have not yet been developed for the pro�ect Therefore we request a
conditional issuance of a 401 Water Quality Certification approval requinng the
applicant to submit a copy of the City of Durham s approval of the pro�ect s

The applicant requested a delineation of surface waters and wetlands early in the pro�ect planrnng process to facditate
avoidance and mirnmization of impacts to surface waters and wetlands Roadway configuration and lot layout was prepared in
accordance with City of Durham standards and was designed to respect the existing environmental features and topographic
constraints and to provide substantial open space areas for preservation of significant trees
Permanent impacts to�unsdictional wetland areas was reduced to a single road crossing of approximately 4 320 SF(0 099
Ac)along the northern boundary of the site This location allows for complete preservation of the stream and buffer areas
excepting for temporary impacts necessary for the construction of the required graviry sewer outfall The sewer outfall was
designed for a perpendicular crossing of the buffered stream in order to reduce the impacts to the greatest extent possible
Road stub to ad�acent property has been provided in accordance with City of Durham Urnfied Development Ordinance Section
12 3 1 (D)(6) which requires a minimum of one roadway stub out for every 1 400 linear feet on any smgle side of a proposed
development m the Suburban Tier This location has been identified as the least impactful to future offsite wetland and/or
stream buffer areas based upon review of aerial photography topographic maps and field review of the lower stream areas
within the pro�ect boundary
In addition to the 50 wide Neuse Ripanan Stream buffer the pro�ect proposes an additional 50 foot City of Durham upland
buffer for protection of the�unsdictional stream areas and their ad�acent wetlands The pro�ect also proposes to preserve as
open space area an approximately 2 6 acre upland area in the southwest corner of the pro�ect site as well as upland
perimeter buffers to ad�acent properties Overall the pro�ect anticipates preservation of in excess of 15 4 acres of open space
area(approximately 33%of the overall pro�ect site)

A culverted road crossing wdl be provided to allow for continued connection of the wetland system and histoncal dramage
patterns This culvert has been sized to provide adequate hydraulic connection for a 25 year storm event in accordance with

ensure continued hydrologic connection and passageway for aquatic wddlife
