The below referenced Project Repair Memo review has been requested by NCDMS. A copy of this memo documenting
the repairs (with photos) is attached. Per Section 332.8(o)(9) of the 2008 Mitigation Rule, this review follows the
streamlined review process, which requires an IRT review period of 15 calendar days. Please note that a site visit has
been scheduled for February 23, 2021. Please provide any comments by 5 PM on March 05, 2021. Comments provided
after the 15-day comment deadline may not be considered.
At the conclusion of this comment period, a copy of all comments will be provided to NCDMS and the NCIRT.

At the April 2020 credit release meeting, the IRT proposed a site visit once the project repairs were completed. Project
credits were withheld at the 2020 credit release meeting due to the proposed stream repairs.
DMS also requests IRT input regarding additional required project monitoring on the Little Pine III site. As noted in the
memo; the credit release schedule indicates a 5-year stream/7-year wetland timeline. Project monitoring started in 2016
and is currently in Monitoring Year 5 (2020). All of the wetland assets on the site are wetland enhancement or wetland
preservation. Prior to the project stream repairs, DMS had anticipated requesting IRT closure of the site after MY5
(2020) due to the limited wetlands and limited wetland monitoring required on the site.
Based on the IRT's memo review, an IRT site visit and IRT input, DMS will update the 2021 credit release/ ledger and the
proposed project monitoring scope accordingly.

The purpose of this memo is to provide an update and summary information on recent stream
repairs implemented at the Little Pine III project site, to initiate discussion on the remaining
monitoring which may be required to evaluate the repair success, and to update the credit release
schedule if necessary.
The credit release schedule indicates a 5-year stream/7-year wetland timeline. Project monitoring
started in 2016 and is currently in Monitoring Year 5 (2020). The 2020 DMS Credit Ledger is
attached to this memo and summarizes project credits and the current trajectory for remaining
monitoring and credit releases. The 2020 DMS Credit Ledger request has been on hold until
these repairs were completed and a possible IRT field visit made. DMS is planning to hold back
the 2020 proposed release, and update the 2020 and 2021 credit releases as appropriate in 2021.
There have been 2 recent repair events. The attached aerial map and design plan views show the
repair stations and areas for each repair event. Phase 1 repairs were conducted in Fall 2019 and
addressed severe tributary erosion along portions of UT2 and UT2A. Phase II repairs were
conducted in Fall 2020 and addressed areas of erosion and structural failures at 2 sections along
Little Pine Creek, as well as a series of small head cuts along UT I. Both repair events were
designed by Water and Land Solutions (WLS) and built by Backwater Environmental. The bulk
of the repairs involved soil lifts with toe wood for bank protection, stone and log steps for grade
control, and minor stream realignment. Before and after photos are shown for each phase and

2) Recordation of the preservation mechanism, as well as a title opinion acceptable to the USACE covering the property.
3) Completion of all physical and biological improvements to the mitigation site pursuant to the mitigation plan.
4) Receipt of necessary DA permit authorization or written DA approval for projects where DA permit issuance is not required.
