Dear Mses Houchens and Shavlik and Mr Chestnutt
This Office has reviewed your CAMA application dated November 15 2011 for the dredgmg of an
existing basin and channel as well as an additional connectmg channel The Division of Water Quality
(DWQ) has determined that your application was incomplete as discussed below The DWQ will
require addrtional mformation m order to process your application to impact protected wetlands/waters
and/or streams on the sub�ect property Therefore, unless the additional mformation requested below is
addressed we will have to move toward denial of your application as required by 15A NCAC 2H 0506
and will place this pro�ect on hold as mcomplete until we receive this addrtional information Please
address all of the followmg issues so that we may contmue to review your pro�ect

1) The enclosed drawmg mdicates that there are Submerged Aquatic Vegetation(SAVs) outside
the proposed footprint was the Division of Marine Fisheries (DMF) involved m the
identification of these sites� If not then DMF would need to confirm these areas and
indicate if there are any other patches of SAVs mside the proposed pro�ect area or not In
addition the impacts to shellfish also needs to be addressed with DMF
2) The proposed dredgmg depth of the channels and basm are 4 nlw In lookmg at the depths
withm the bay itself it seems to be pretty shallow (averagmg around 1 nlw) The DWQ is
very concerned that the proposed depth of 4 nlw would have a ma�or impact on the
dynamics of the bay itself The DWQ feels that the dredging depth needs to be reduced to
about 2 00 nlw to mimmize the impacts to the entire bay Please address this issue
3) The DWQ is also concerned about additional impacts to wetlands No wetlands have been
identified on the two parcels 6375 13 12 6808000 and 6375 17 12 5417000 The wetlands
need to be identified to address what potential future impacts may be required to develop
these parcels as this dredgmg component will open up these parcels by malang them more
desirable for development
There may be additional issues with other agencies I would suggest that you andlor your consultant
schedule an mteragency meeting with all the relevant agencies so that all the issues can be brought to
light You and/or your consultant can contact Cameron Weaver m Permrt Assistance at 910 796 7303
and have him contact all the mterested/relevant parties and schedule a meetmg This would be the
fastest way to get the permitting process to resume
Please respond within three weeks of the date of this letter by sending tlus information to me m writing
and two copies to Ian McMillan c/o 401 Wetlands and Stormwater Branch 1650 Mail Service Center
Raleigh NC 27699 1650 Please reference the DWQ Pro�ect# of 2011 1011 m a11 future
correspondence If we do not hear from you within three weeks we will assume that you no longer
want to pursue this pro�ect and we will consider the pro�ect as withdrawn
This letter only addresses the application review and does not authorize any impacts to wetlands waters
or protected buffers Please be aware that these impacts requested w�thin your application are not
authorized (at this time) by the DWQ If you have any questions, please feel free to call me at 910
