Page 02 9 Narrahve Description The Coral Bay Apartments/ Marcus Chesnutt pro�ect is located on the south side of Bogue Sound and within the Hoop Pole Creek at 1708/1715 West Fort Macon Road Atlantic Beach Carteret County The pro�ect area is found by turning off of Highway 70 East in Morehead City (Arendell Street) onto the on ramp for Atlantzc Beach Follow the Atlantic Beach Causeway to the four way stop light intersection then turn right onto West Fort Macon Road Follow West Fort Macon Road far 7 768 (1 47 miles) The srte is located on the nght along the south side of Bogue Sound and directly wrthin Hoop Pole Creek There are no permits on file for either land owner however per the applicant the basin and canal area were used as a staging area for PT boats and small defense equipment during World War II Office research has verified that there are no cultural or archeological resources within this area Aerial photography shows the existmg canal/channel and basin are evident as well as the non excavated areas (new dredging) at the Chesnutt dockmg facility and the western area which connects to the Coral Bay Club basin The high ground property for the Coral Bay Apartments consrsts of one dock and existing drive It consists of typical grasses shrubb ery cedars invasive grass species (Phragmrtes) and a large expanse of coastal wetlands consisting of Spartina patens (Salt Meadow Cordgrass) Spartina alterniflora(Smooth Cordgrass) and Juncus roemerianus (black Needlerush) The high ground property for Marcus Chesnutt consists of a smgle family home concrete dnve retairung wall bulkhead and docking facility It consists of typical yard grasses shrubbery and oaks and has a 30 wide expanse of coastal wetlands dependmg on location surrounding the pro�ect area It consists mostly of Limomum carolinianum (Carolina Sea lavender) Juncus roemenanus (Black Needlerush) S�artina ap tens (Salt Meadow Cordgrass) and�artina alterniflora(Smooth Cordgrass) The total shorelme for both tracts combined is 1 962 and has an average elevation of 3 above NHW The proposed development is a private/commumty pro�ect There are residentiai properties to the east and a common area for existing condos to the west of the pro�ect area The Town of Atlantic Beach s Land Use Plan classifies this pro�ect area as Smgle Family Residential/Vacant with all parts of the AEC classified Conservation Bogue Sound and Hoop Pole Creek are not designated as Primary Nursery Area Hoop Pole Creek is closed to the taking of shellfish They both carry a water classificahon of SA/HQW The width of Hoop Pole Creek per Google Earth is approximately 543 withm the pro�ect area Water depths are an average of 60 to 1 50 depending on location with connecting water depths an average of 4 5' niw No shellfish were observed within the pro�ect area however there were submerged grass beds observed outside of the proposed dredging areas Substrate in Hoop Pole Creek is mostly sand and silt Per the applicants the use for Field Investigation Report Coral Bay Apts and Marcus Chesnutt West Fort Macon Road Page 03 this area would be for boats with a mimmum of 18 to 24 drafts 10 Pro�ect Description The current proposal is to maintenance excavate the existing high ground basin canal and existing channel area as well as excavate two new locations The applicants are proposing to maintenance excavate the existing basin canal and channel with a bucket to barge method A total of 2 085 cubic yards of material would be removed below nhw The excavation dimension withm the existing basin area is 30 x 294 and has an average existing depth of 6 nlw The excavation dimensions for the existing canal/channel area are 10 x 172 and have an average existing depth of 8 nlw The applicants are also proposmg new excavation within two locations (Chesnutt to the east side and Coral Bay Apts on the west side) A total of 545 cubic yards of material would be removed below nhw The Marcus Chesnutt new excavation area(east)would be 20 x 184 wrth an average existmg depth of 1 5 nlw The Coral Bay Apt new excavation area(west side)would be 20 x 526 with an average existing depth of 1 5'nlw as well The proposed final depths for all the excavation areas are 4 nlw with connecting water depths withm tYus area an average of 4 5 nlw The excavation would be a minimum distance of 5 from any coastal wetlands and would not be located within SAV habitat The spoils would be taken offsite by the contractor to a pre approved spoil disposal site 11 Anticipated Imnacts The mamtenance excavation for the basin and canal/channel would temporarily disturb 10 540 ftz of shallow sandy bottom habitat and remove 2 085 cubic yards of material from the system The new excavation would temporarily disturb 14 200 ftz of shallow sandy/silt bottom habitat and remove 545 cubic yards of material from the system The mcreases in suspended sediment and turbidity levels from the dredging will be temporary occur while the dredging operation is taking place and should be mmimal given the bottom composition Mamtenance excavation will likely occur as needed to maintain the operation of these areas To the maximum Road on the north side of Atlantic Beach m Carteret County The pro�ect site has 1962 feet of shorelme on Hoop Hole Creek which is directly connected Bogue Sound This pro�ect is a�omt applicant pro�ect between Coral Bay Apartments and Mark Chesnutt The first piece of property(Chesnutt) is a smgle family house that is bulk headed across the back vv�th an existmg boat dock(2 slips) The other pieces of property(Coral Bay Apts) are common areas for the Coral Bay Apartments located across Highway 58 which currently consist of a boat basm and existmg docks The current use is for flat bottom boats with small drafts and the proposed use would be for boats wrth mmimum 18' 24'drafts It was told by old knowledge that during World War II this existmg boat basm and channel were used as a staging area for PT Boats and small defense equipment To our knowledge there are no existmg permits for either property mvolved in tlus application This application is a request to mamtenance dredge along the bottom of the 294 foot long by 30 foot wide existmg boat basm and dredge an existmg 526 foot long by 20 foot wide channel New dredgmg will also be required to gam access to deeper water located m Hoop Hole Creek New dredgmg consists of a channel 184 foot long by 20 foot wide and 172 foot long by 10 foot as shown on sheet 2 The dredge depth is proposed at average -4 00 elevations which will result in
