3 Proect Description
3a Descnbe the existmg conditions on the site and the general land use in the viarnty of the proect at the time of this
application
The existmg stream is highly eroded with vertical banks The entire length of the reach has been histoncally stra+ghtened
There is minimal m stream habitat diversity present due to large amounts of sediment impairmg the entire reach Several
large debrisams are also causing severe instabdity and high bank erosion The watershed consists of predominantly
residential developments and undeveloped forested land Roughly 25% of the watershed is occupied by impervious
streets open land/agricultural land and open waters See Attachment B Restoration Plan
3b List the total estimated acreage of all existing wetlands on the property
-3 8ac
3c List the total estimated linear feet of all existing streams(mtermittent and perenrnal)on the property
Restoration includes approximately 11 320 LF of a perenrnal RPW
3d Explam the purpose of the proposed proect
Restoration of Torrence Creek Tributary#1
3e Describe the overall proect in detail mcludmg the type of equipment to be used
Torrence Creek Tributary#1 wdl be restored based reference streams regime equations and regional curve information
A floodprone area and inner berm benches wdl be added to the stream to create an area where the energy and velocity
associated with high flows can be dissipated which will improve the stabdity of the channel The floodprone area wdl also
serve as a sediment sink to help remove the suspended sediments from the stream channel and allow them to deposit on
the floodprone bench area In stream habitat and bedform diversity wdl be improved through the addition of a riffle pool
sequence and in stream structures Woody structures such as log vanes and log toe protection will be used to further
enhance m stream habitat Rock structures such as Rock Vanes and Constructed Riffles wdl be added to mamtam grade
improve local slopes(riffles) improve bedform diversity(riffles/pools) improve habitat and protect stream banks The
stream banks will be graded to a stable slope 3 1 to 4 1 and planted with native herbaceous and woody plantmgs The
adacent riparian buffer wdl be treated for invasive species such as Chinese Privett and Kudzu through mechanical
removal herbicides and manual removal The buffer wdl also be replanted where stream restoration activities occur
Impacts to the existing buffer wdl be mirnmized by adusting the limits of grading and/or flagging trees to be saved m the
field Every effort wdl be taken to mirnmize the impact to the large(>8 )woody vegetation The stream bed elevation wdl
be raised where possible to reconnect the stream to its historic floodplam and to enhance adacent wetland hydrology
Overall the proect seeks to reduce sediment input from bank erosion enhance the terrestrial and aquatic habitat and
protect the proect site through conservation easements or simdar means
Track hoes and other earth mowng equipment is anticipated to be used on this proect
See Attachment B Restoration Plan and Document for the detaded restoration approach

C SIGNIFICANT NEXUS DETERM[NATION
A sgmficant nexus analyss will assess the flow charactenshcs and functons of the trbutarytself and the funchons performed
by any wetlands adacent to the tnbutary to determmef they sgmficantly affect the chemcal physcal and bologcalntegrty
of a TNW For each of the followng stuatons a sgmficant nexus exstsf the trbutary n combinahon wth all ofts adacent
wetlands, has more than a speculahve or msubstanhal effect on the chemcal physcal and/or bologcalntegnty of a TNW
Considerahons when evaluahng sgmficant nexus mclude but are not hmted to the volume duraaon and frequency of the flow
of water m the tnbutary andts proxmty to a TNW and the funchons performed by the tnbutary and allts adacent
wetlands Its not appropnate to determme sgmficant nexus based solely on any specc threshold of dstance(e g between a
trbutary andts ad,acent wetland or between a tnbutary and the TNVV) Smilarly the fact an adacent wetland hes wthn or
outsde of a floodplans not solely determnahve of sgtuficant nexus
Draw connectons between the features documented aod the effects on the TNW asdenhfied m the Rapanos Gudance and
dscussed m the Instruchonal Gudebook.Factors to consdernclude for exampie
Does the tnbutary m combtnation wth its adacent wetlands(tf any) have the capacty to carry pollutants or flood waters to
T'NWs or to reduce the amount of pollutants or flood waters reachmg a TNW
• Does the tnbutary m combnatonrnthts adacent wetlands(f any) provide habitat and lfecycle support functons for fish and
other speces such as feeding nestmg spawnmg or reanng young for species that are present m the TNW
Does the tnbutary m combmation with its adacent wetlands(f any) have the capacty to transfer nutnents and organic carbon that
support downstream foodwebs
Does the tnbutary m combmation with its adacent wetlands(if any) have other relationshps to the physical chemcal or
bological integnty of the TNW
Note the above Ist of consderahonss notnclusive and other functons observed or known to occur should be documented
