Dear Mr. McMillan:
The U.S. Coast Guard (USCG) proposes to conduct maintenance dredging of the small boat
mooring basin on an as needed basis at USCG Sector North Carolina facility located at 2301 East
Fort Macon Road, Atlantic Beach, Carteret County, North Carolina. Dredge material will be
excavated using a mechanical (clamshell, dragline, etc.) dredging operation. If necessary, the
material will be dewatered on site in a temporary dewatering area. The material will be disposed
in an upland confined landfill.
This correspondence provides your office with a Pre-Construction Notification (PCN) form
application in Enclosure (1) requesting written approval for use of General Certification #3700
(effluent from an upland disposal site). The proposed project site location map is presented in
Enclosure (2). Enclosure (3) contains Construction Drawings. Photographs are presented in
Enclosure (4). Also enclosed please find a check in the amount of $570 for the application fee.
The USCG has also provided a PCN to Wilmington District Corps of Engineers Regulatory
Division and a determination that the proposed project is consistent with the North Carolina
Coastal Management Program to the NC Division of Coastal Management.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
USCG Sector North Carolina is located just west of Fort Macon in Carteret County, North Carolina. USCG Sector North
Carolina has many missions, including the safeguarding of navigational interests (governmental, commercial, and
private), protecting North Carolina's coastline from pollution and marine accidents, and enforcement of Federal Laws and
responsibilities under the Homeland Security Act.
Maintenance dredging has been conducted in the basin in several times in the past. Since the previous dredge project
the basin area has locations that have filled in to -5 to -10 MLW. This is impinging on the ability to utilize the basin for the
functions of the unit. The material to be dredged is expected to be a mixture of fine sand and silty sediment materials.

To assure that the small boat basin at Sector North Carolina is dredged to previous depths for operational considerations
of the unit.
3e. Describe the overall project in detail, including the type of equipment to be used:
The U.S. Coast Guard (USCG) proposes to conduct maintenance dredging of the small boat mooring basin at USCG
Sector North Carolina facility located at 2301 East Fort Macon Road, Atlantic Beach, Carteret County, North Carolina.
The proposed project site location map is presented as Enclosure (2). The major items of work are summarized as
follows and as shown on the Construction Drawings in Enclosure (3). Photographs of the proposed project location are
shown in Enclosure (4).
Dredge material will be excavated using a mechanical (clamshell, dragline, etc.) dredging operation. The material will be
placed on a barge. Once the barge is loaded, the material will be taken to the USCG's dock at Atlantic Beach. If the
material is dry enough it will be loaded directly onto trucks and hauled to the disposal site. If the material is wet, it will be
offloaded from the barge and placed in a temporary dewatering area. Once the material is dry enough it will then be
loaded onto trucks and hauled to the disposal site. The temporary dewatering area will be restored to the pre-
construction condition upon completion. The material will be disposed at either Coastal Environmental Partnership at
Cove City, North Carolina or Republic Services of North Carolina, LLC located in Aulander, North Carolina. The
proposed work may occur on an as needed basis as authorized through a 10-year maintenance dredge individual permit.
Based on previous comments, the USCG will not conduct dredging from February 1 to June 30 based on sturgeon and
other anadromous fish spawning sensitivity. Based on previous comments, the USCG will employ the USFWS'
"GUIDELINES FOR AVOIDING IMPACTS TO THE WEST INDIAN MANATEE - Precautionary Measures for Construction
Activities in North Carolina Waters" during the field activities portion of the project. The appropriate turbidity water quality
standard (presumed to be 25 NTU) shall not be exceeded for the dewater system's accumulated water that will be
discharged back to Bogue Sound.

The USCG reviewed the list of threatened and endangered (T&E) species available from the USFWS Raleigh Field Office
technical website at: http://www.fws.gov/nc-es/es/countyfr.html. Based on the nature and location of the proposd project,
based on the short duration and temporary nature of the proposed project, and based on the species and information
available from USFWS and identified on the Carteret County list of T&E species, the USCG concluded that the proposed
project will have no effect on federal T&E species.

Concern (HAPCs) at the project site. The USCG reviewed the NOAA NMFS Southeast Region Office EFH information

Fishery Management Council (SAFMC) EFH information available from the technical website at:
http://www.ocean.floridamarine.org/efh. Also, the USCG spoke with Mr. Ron Sechler at the NOAA NMFS Beaufort NC office.
Based on the nature and location of the proposd project, based on the short duration and temporary nature of the proposed
project, and based on the species EFH and HAPC identified at the project location, the USCG concluded that there will not be
any adverse effects to EFH and HAPC resulting from the proposed project.
