Dear Mr. White:
On June 14, 2011, the Division of Water Quality (Division) issued you a Notice of
Noncompliance for failure to install and maintain the approved Stormwater Management Plan as
required by DWQ 401 Certification #08-1217. The June 14, 2011 letter required that: ,
" within 45 calendar days of receipt. Your response should be sent to both this office at the
letterhead address and to the attention of Ms. Karen Higgins at the Wetlands, Buffers, Stormwater
Compliance and Permitting Unit, 1617 Mail Service Center, Raleigh, NC 27699-1617. Your
response should address the following items:
1. A certification by a professional engineer indicating that both wet detention basins have
been completely restored and re-installed to the approved design specifications.
2. A re-notarized Operation and Maintenance Plan for the long term maintenance of both
wet detention basins."
As of September 15, 2011, these documents have not been received by this office. Therefore you
are hereby notified that unless these documents are received by October 3, 2011 this office
intends to send a recommendation for enforcement to the Director of the Division of Water
Quality regarding these issues.
By copy of this letter to the Randolph County Building Inspection Office, NCDENR is requesting
that the Building Inspector withhold building permits and Certificates of Occupancy for this
project until this matter is satisfactorily resolved.

above, be abated immediately. These violations and any future violations are subject to a
