Just a quick follow up to the PCN and response (DWQ# 11-0767) related to the Mango Creek Sewer Interceptor
Replacement. We referenced the Oct 2010 meeting minutes in the response, but they were not included with the letter.
See below for a meeting summary and the attached file for the summary included in the project's Preliminary Engineering

Hi Everyone,
The following is a brief synopsis of our meeting yesterday to make sure I didn't misinterpret anything that was discussed.
Alternatives & Impacts:
o The alternative alignment running west of the existing sewer and crossing between the end bent and first
set of piers under the Neuse River bridge was determined to be acceptable
o Justification of the issues associated with the jack and bore alternative under the Bypass must be
provided in the permit application
o The Mingo Creek stream crossing will be directionally drilled
o The small stream crossing on the southern mitigation parcel will be open cut
o No upland reforestation (plantings) will be required for the abandoned easement. The area will be
seeded and stabilized.
o Buffer planting will be required on the north side of the bridge within any temporary construction
easement areas.
o Temporary clearing for construction should be minimized as much as practical
Permitting
o Nationwide 12, or possibly 3, would be used for the sewer project. Phil will touch base with Eric once
impacts are finalized to determine permit type.
o Either permit would require notification due to the impact to the mitigation parcel and the clearing of
wetlands along the existing sewer (north of the mitigation parcel)
C NCDOT will provide a letter of modification of the mitigation parcel associated with the Knightdale Bypass
In iividual Permit at !-ie same time as t )e NWP PCB;
o Submittals will be made to Fric and Rcb. If other agency staff are needed :or review they will coordinate.
Coordination etc
o ROW coordination should begin ASAP in parallel with design & permitting as it may be lengthy
o Verification of the older delineation areas should be performed and a Preliminary JD request submitted
for expired JD areas.
o JD submittal can be limited to impact areas (i.e. doesn't have to include northern Mingo Creek crossing to
be directionally drilled).
o The design team will send proposed easements and clearing limits to Leilani for use in the IP modification
o Anticipated submittal is January 2011.

The purpose of the meeting was to discuss alternatives for the proposed Mango Creek Interceptor
crossing of Hwy 64/264 and the two (2) adjacent NCDOT Mitigation Parcels. A summary of the
meeting is as follows:
The design team presented alignment alternatives for the crossing of the two NCDOT
Mitigation Parcels and the Hwy 64/264 controlled-access R/W. This is the portion of the
existing Mango Creek Interceptor from the Hodge Road pump station to the crossing of the
Norfolk Southern Railroad (referred to as Alignment "A" in the PER).
The two alignment alternatives for open cut under the Hwy 64/264 bridge were analyzed:
o The question arose whether there were any issues with boring under the highway
and eliminating the alternatives for open cut under the bridge. In response,
Withers & Ravenel explained that Reid Elmore (NCDOT Div. 5) was strongly
against a bore & jack under Hwy 64/264, and in general, is against bore and jack
across controlled access R/W. In addition, NCDOT has had several problems with
bore & jacks near creeks with high groundwater. The area also contains large
amounts of rock, which would make the bore & jack more difficult.
o Rob Ridings with DWQ indicated that if a bore & jack was not feasible, he would
prefer the alignment between the end bent and first set of piers. This alignment
option has the least buffer impacts of the open cut under bridge options.
o Rob Ridings emphasized that the design & construction should minimize impacts
as much as possible within the buffer. Plantings to re-stabilize and the buffer will
be required.
o Leilani Paugh noted that the area of the buffer near the Hwy 64/264 bridge may
have been mitigated already, for construction of the Hwy 64/264 corridor. If so,
this may reduce some of the mitigation requirements for installation of the new
sewer r,iain.

¦ Rob Ridings noted that DWQ is more interested in re-planting in order to
restore buffer stability after construction (not just for mitigation).
o Improving the access road under the bridge with gravel was discussed. The City
has had issues in the past with dirt access roads under bridges, and adding gravel
would help maintain access during wet weather. This gravel area would be
outside the Neuse River buffer and no gravel would be placed on the mitigation
site. No objections were made for a gravel access road at this time.
• As discussed during the meeting, the Neuse River Siphon is a separate project that has
been permitted and is under construction.
• The USACE would prefer the proposed alignment on the west side of the existing sewer,
since fewer large trees would be cleared on the western route compared to the eastern
route.
• Timeframe of project:
o Construction planned for summer of 2011
o Permit applications will be submitted around January 2011
• Requirements for easement that is abandoned within the NCDOT Mitigation Parcels:
o The USACE would like to see the total amounts of abandoned easement added to
the figure provided during the meeting.
o No additional/special requirements for abandoned easement except for typical re-
seeding to provide stabilization to disturbed areas.
o If the western alignment is selected (in relation to exist. sewer), the USACE will not
require any plantings.
o DWQ will require additional planting and stabilization along disturbed areas of the
Neuse River Buffer. All areas of temporary impacts will require plantings to restore
vegetation.
