9. Narrative Description:
The property is located at 1189 Bennett Road, off of NC Hwy 306, near Arapahoe, Pamlico County. The
parcel is a 4.5-acre tract adjacent to the Neuse River. This site is developed with townhomes in various
stages of construction (ref. Major Permit #204-06). These existing upland residential structures are located
towards the southern and northeastern sections of the parcel. The existing dock and rip rap revetment are
adjacent to the Neuse River along the southwestern edge of the property. This residential community is
known as "Bennett Landing". The adjacent property to the west is undeveloped and the property to the east
is developed with a single family residence.
The average elevation of the high ground of the parcel is + 15' above the normal water level (nwl).
Vegetation on this particular tract is mainly comprised of lawn grasses. There is a section of Coastal
Wetlands along the western boundary of the parcel, outside of the project area. The lot has approximately
450' of shoreline along the Neuse River. There is a defined Federal Channel in the Neuse River; however it
is greater than 1 mile from the proposed project area. Offshore water depths adjacent to the tract range from
about -3' to -5' nwl.
This waterbody is about 3 miles across at this location. This location is a part of the Neuse River basin and
is subject to wind driven tides. These Estuarine Waters of the Neuse River are not classified as a Primary
Nursery Area and there is no submerged aquatic vegetation present. This area is closed to shellfish harvest
and is classified as SB; Sw, Nutrient Sensitive Waters. There are no Coastal Wetlands in the vicinity of the
proposed project area. This substrate is firm with shell.
10. Proposed Development:
This is a Major Modification request for Major Permit #204-06. The applicant wishes to construct an 18-slip
community marina. This will involve the reconstruction of the existing access pier. The proposed pier will
be 7' wide and 210' long. There will be eight finger piers constructed to access the boat slips. Each finger
pier will be 4' wide and 32' long. At the waterward terminus of the access pier, there will be a "T"
platform. This platform will be 5' wide and 39' long. This marina will accommodate 18 boat slips. Each
slip will have a 13' by 13' boat lift. The work will be performed using mechanical `bucket-to-barge'
methodology. This work will be performed entirely by water. This marina should be able to support various
vessels up to 35' in length.
11. Anticipated Impacts:
The proposed marina will shade 2,689 fe of shallow bottom habitat in Estuarine Waters and result in
eighteen new boat slips. Water depths in the project area appear to be adequate to support this use.
Turbidity levels associated with these marine construction practices will be short-lived and temporary. No
long-term environmental effects are generally anticipated. This marina will serve the townhome owners of
the Bennett Landing community. There is a potential for sewage discharge by the docked vessels.
The waters of the Neuse River are classified as SB; Sw, Nutrient Sensitive Waters at this location and are not
designated as a Primary Nursery Area. Immediate off shore water depths in the area range from -3' to -5'
nwl. These waters are closed to the harvest of shellfish and there are no beds of submerged aquatic
vegetation present.

Slips will be created and boatlifts will be installed to provide storage for condo owners watercraft.

The current platform will be removed by the aide of a barge and excavator. Pilings will be driven using the vibratory method
(vibrating hammer on the arm of an excavator). Wooden stringers, headers and decking will be added to complete a new
platform and four new finger piers to create slips. Boatlifts will later be installed within the newly created slips. Construction
will be completed entriely by water.
