SUBJECT: Pipe replacement on SR 2167 (Oakwood Drive), Gas[on County
Deaz Mr. Wrenn:
The North Carolina Department of Transportation requests authorization to replace a
deteriorating pipe on SR 2167 (Oakwood Road) in Gaston County. NCDOT proposes to replace
the existing 60-foot 48" CMP with a 60-foot 48" CMP and a total of 10 feet of riprap at the new
pipe inlet and outlet. The stream is an intermittent, low-flow, urban stream with limited aquatic
life. NCDOT proposes to place the new pipe on the existing streambed grade, and requests a
waiver Crom the Water Quality Certification No. 3687 Comditiom #9 (Nationwide 3 Regiomal
Comdidou 3.6) permit depth specification, for the construcNou oC this project. A temporary
cofferdam pumping system will be used to divert the stream flow around the construction site, if
needed. Areas affected by temporary cofferdam system will be restored to pre-project
conditions. The scope of work will result in 10 feet of permanent riprap impacts80 feet of
temporary impacts to an unnamed tributary to Taylors Creek, which is classified as a WS-IV
'watershed by the Division of Water Quality.
The project is not located within %, mile of a critical watershed area nor is SR 2167 a rural or
urban arterial area; therefore, hazardous spill basins are not required. Enclosed is the hazardous
spill basin checklist. This office has conducted a GIS and field survey for the project for
historical sites and threatened/endangered species sites. No sites listed on the National Register
of Historic Places are located in the vicinity of the project nor did there appear to be any eligible
structures.
The federally listed species for Gaston County (USFWS listed dated September 22, 2010)
include Schweinitz's sunflower (Helianihus schweinitiziQ, (E) Endangered, and bog turtle
(Glyptemmy muhlenbergii) (T/SA) Threatened due to Similarity of Appearance. T/SA species
are not subject to section 7 consultation. National Heritage Program records document the
nearest sunflower location approximately 2.3 miles southwest of the proposed project area.
Schweinitz's sunflower is known from a variety of soil types but is generally found growing on
shallow, poor, clayey and/or rocky soils, and is typically found roadsides, power line clearings,
old pastures, woodland openings and other sunny or semi-sunny situations. There is little
suitable habitat within the proposed project area and no species were observed. No impact on
this species is anticipated.

The purpose of the proposed work is to replace deteriorating pipes and to pave an unpaved secondary road to paved
road standards for the safety of the traveling public.

NCDOT proposes to replace an existing 60-foot 48" CMP with a 60-foot 48" CMP with fve feet of riprap at the inlet and
outlet of the new pipe. The stream is a low Flow intermittent channel in a urban with limited aquatic life. NCDOT
proposes not to bury the pipe per regulation.
A temporary cofferdam pumping system will be used to divert the stream flow around the construction sites as needed.
Area affected by temporary cofferdam system will be restored to preproject conditions. The Project will be constructed
using typical heavy equipment (trackhoe, backhoe, etc.).
