R-2519A Yancey County Dear Mr. Swain: On August 24, 2011, I inspected the construction project on the US Highway 19 Project in Yancey County. Construction has started along the length of the project with tree clearing, utility construction, heavy grading and culvert installation. Please continue to ensure that all sediment and erosion control structures are maintained and seeding and mulching are performed as required to protect State surface waters.
