This correspondence is in reference to the proposed Pancho Stream and Wetland Mitigation
Bank (Bank) that is being developed by Restoration Systems, LLC, located approximately 11
miles west-southwest of Goldsboro (35.33363N / -78.19267W), off of North Carolina State Road
1008, in and adjacent to Kennedy Mill Branch, in Wayne County, North Carolina. The purpose
of this correspondence is to address the completeness of the draft mitigation banking instrument
(MBI) and mitigation plan received in this office on July 25, 2011.
Pursuant to 33 CFR Part 332.8 (d)(6), Draft instrument, I have determined that the draft MBI
and mitigation plan are complete and further evaluation of this Bank may proceed. However,
please be advised that although the subject documents contain sufficient information to move
forward, the Corps continues to have concerns about specific details within these documents.
Accordingly, this correspondence in no way implies that the Corps agrees with all of the
information you have provided. Final decisions related to the specific components of the MBI
and mitigation plan will be made by the mitigation bank Interagency Review Team during its
formal review of this proposal.
