Trade Street Suite 200 Winston Salem, NC Landscape Architecture 27101-2916 Civil Engineering P: 336.723.1067 Stimmel Associates, PA Land Planning F: 336.723.1069 Village Point Phase 2 Infrastructure Village of Clemmons, NC INTRODUCTION The Village Point Phase 2 Infrastructure project consist of constructing Village Point Drive with utilities from the southern boundary of the WS/FC School site to the roundabout intersection at Harper Road, widening Harper Road, and a stormwater management pond on Tract 4. The proposed stormwater pond on Tract 4 will manage the stormwater runoff from Tract 3, 4 and Village Point Drive. We have named the proposed pond Tract 4 Pond A. The existing site was previously wooded with some open fields. HAZARD CLASSIFICATION A hazard classification was submitted to the NCDENR State Dam Safety Office recommending the proposed dam to be a low hazard dam based on impoundment volume and height of dam. NCDENR concurred by letter dated April 15, 2011 and both the classification request and concurrence by NCDENR is included in this report. DRAINAGE BASIN The drainage basin consists of existing woods, a portion of Harper Road, and single family residences. The drainage basin drains to the east through an existing 7 foot by 7 foot culvert under 1-40. This culvert runs under 140 and discharges into Brook Lake. The total drainage area for the 7 foot by 7 foot culvert under 1-40 is 340.64 acres. The drainage basin in this study totals 32.08 aces. Therefore the 10% point occurs just upstream of the 1-40 culvert. We propose no additional improvements downstream of the pond considering the post-developed runoff rates are less than the predeveloped rates, the 25-year volume is controlled and released over a period of 2-5 days, and the downstream receiving channel is a well-defined drainage feature. SOILS AND CURVE NUMBER Soils information was obtained from the City of Winston Salem GIS website. The City references the U. S. Department of Agriculture, Natural Resources Conservation Service dated 2-16-2001 as the source. Predeveloped and Post-developed curve numbers were calculated for each drainage basin based on the SCS curve numbers. TIME OF CONCENTRATION Several methods are available and are widely accepted for estimating time of concentration (SCS Lag (", Kirpich (", and TR-55 Methods (3)). This study will use the Kirpich equation. The Kirpich equation was developed from data obtained in seven rural watersheds in Tennessee. The watersheds had well-defined channels and steep slopes of 0.03 to 0.1 ft/ft (3 to 10%) and areas of 1 to 112 acres. It is used widely in urban areas for both overland flow and channel flow; and it is used for agricultural watersheds up to 200 acres. PRECIPITATION Precipitation data for the study was taken from NOAA ATLAS 14, Volume 2. NOAA Atlas 14 Volume 2 contains precipitation frequency estimates for Delaware, District of Columbia, Illinois, Indiana, Kentucky, Maryland, New Jersey, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia, and West Virginia. These areas were addressed together in a single project focused on the Ohio River basin and surrounding states. The Atlas supercedes precipitation frequency estimates contained in Technical Paper No. 40 "Rainfall frequency atlas of the United States for durations from 30 minutes to 24 hours and return periods from 1 to 100 years" (Hershfield, 1961), NWS HYDRO-35 "Five- to 60-minute precipitation frequency for the eastern and central United States" (Frederick et al., 1977) and Technical Paper No. 49 "Two- to ten-day precipitation for return periods of 2 to 100 years in the contiguous United States" (Miller et al., 1964). NOAA ATLAS 14, Volume 2 is based on more recent and extended data sets, currently accepted statistical approaches, and improved spatial interpolation and mapping techniques. The work was performed by the Hydrometeorological Design Studies Center within the Office of Hydrologic Development of the National Oceanic and Atmospheric Administration's National Weather Service. HYDROGRAPHS Hydraflow Hydrographs by Intelisolve(4) computer software was used to automate the hydrograph and routing procedure. Hydraflow Hydrographs uses the Unit Hydrograph Method for calculating runoff hydrographs. More specifically, it uses the triangular D-hour Unit Hydrograph approach as used in TR-20 (5). Hydrographs were calculated based on a peaking (shape) factor of 484. ROUTINGS Storm hydrograph routing through was performed by Stimmel Associates using the Storage Indication Method as outlined in NEH-0). DESIGN PARAMETERS Quality Control - The water quality device shall meet the following: • Remove 85% of the total suspended solids (TSS) in accordance with the NCDENR - Stormwater Best Management Practices Manual. • Control and treat runoff from the first one inch of rain. • Discharge the storage volume at a rate equal to or less than the predevelopment discharge rate for the one-year, 24- hour storm. • Draw down the treatment volume no faster than forty-eight (48) hours, but no slower than one hundred twenty (120) hours. Quantity Control - Post-development peak discharge rates in the two-year, ten- year, and 25-year storm events shall be controlled so as not to exceed pre-development peak discharge rates for the same storm events. Volume Control - A stormwater runoff volume equal to the difference between the pre- and post-development volume for the 25-year event, six- hour duration, shall be detained on site so that the detention basin(s), or other appropriate stormwater Best Management Practice(s) (BMP), releases detained stormwater in a period of at least forty-eight (48) hours (two (2) days) and no longer than one hundred twenty (120) hours (five (5) days). POND DESIGN The stormwater pond will be an earth homogenous compacted fill type embankment with a cutoff trench and chimney drain to protect against seepage. The upstream and downstream embankment slope is 3:1. The normal pool of the pond will be 4.5-feet in depth not including the permanent sediment storage. The new riser / barrel structure will serve as the primary spillway. The riser is a pre-cast concrete structure with steps on the inside and outside for maintenance access. At the top of the riser is a trash rack fabricated from aluminum bar stock with an anti-vortex plate. The riser design includes a pipe stub at the bottom with a gate valve so that the pond can be drained if necessary. The outlet barrel is ductile iron pipe with push on joints suitable for pressure applications. A vertical chimney seepage drain is provided to protect the embankment from both seepage through the dam and differential settlement that may occur due to the plastic soils. The diaphragm drainage medium is NCDOT 2S sand with a 4 inch #10 screen PVC pipes along each side of the barrel. The seepage pipes daylight to grade onto concrete pads with a rodent guard. The riser has a drawdown pipe to manage the difference in volume between the predeveloped and post-developed runoff volumes for a 25-year storm event and to draw down the runoff volume resulting from a 1-inch rainfall, both are released over a period between 2-5 days and not greater than the 1-year 24 hour storm peak runoff rate. The riser was analyzed as weir flow and the barrel was analyzed as both inlet and outlet control to determine which governs. When riser and barrel flows are determined they are then compared to determine which component of the structure controls the total outflow. The risers are sized such that outflow is controlled by the barrel very early in the routing process under low weir head conditions. The pond is equipped with a bottom drain and gate valve, sized to drain the pond within 24 hours if necessary. The pond has an emergency spillway but the 100-year peak water elevation is below its invert. However, the spillway was sized as if the riser was 50% block and 50% of the flow would exit the pond through the emergency spillway. SUMMARY OF CALCULATIONS Hydrology and Hydraulic Summary The predeveloped runoff rates were compared to the post-developed runoff rates at the Study Point. The post-developed runoff rates are less than the predeveloped runoff rates. See Table 1. The 25-year volume retained onsite exceeds the minimum required and is released within 2 to 5 days at a rate less than the 1-year 24-hour runoff rate. See Table 2 and Table 3. Watershed Summary The pond is designed in accordance with the NCDENR - Stormwater Best Management Practices Manual and is designed for 90% TSS removal. A vegetative shelf around the inside perimeter of the pond is provided. The required surface area of the pond and temporary water quality treatment volume exceed the minimum requirements. The temporary water quality volume drawdown rate is between 2-5 days. See Table 3, 4, and 5 for a summary of the results. The dam is an earthen embankment. The dam is located between 1-40 and Harper Road in Clemmons, NC, see attached map. 1-40 Interstate is downstream afthis dam and has a 7517' box culvert. The roadwayis approAmately 30-feet above the invert of the culvert. The dam embankmentis approximately 16-feetin height. Assuming a sunny daybreach and the existing 7'x7' box culoertis fully clogged with debris, the 1-40 embankmentcan impound the entire volume of the proposed pond while providing 17 feet of freeboard to the 1-40 raodway elevation. The dam height and storage capacity both exceed 15 feetand 10 acre-feet, respectivily. Based on the above, I recommend the dam be classified as a Low Hazard Dam. RECOMMENDED HAZARD CLASSIFICATION. On March 9, 2011, Land Quality Section personnel from the Winston-Salem Regional Office conducted an inspection of the dam site and downstream areas. Based on the above-referenced information and site inspection, our office has determined that a low hazard potential classification is presently warranted and the dam has a height of fifteen feet or more from the downstream toe to the crest and impounds ten acre-feet or more to the crest of the dam. This being the case, the dam must be regulated by the Dam Safety Program under the Dam Safety Law of 1967 and the North Carolina Administrative Code 15A-2K. Prior to beginning construction on the proposed clam, plans and specifications, along with the data and calculations necessary to develop them must be prepared by a North Carolina registered engineer and submitted to the State Dam Safety Engineer for review and approval. An initial application fee of $200.00 must be included. On issuance of approval, construction may begin under the supervision of an engineer. The Army Corps of Engineers and the Water Quality Section of this Department should be contacted to determine if additional permits are required. Also, the erosion and sediment control program having jurisdiction should be contacted to determine permit requirements.
