Dear Mr. Alsmeyer & Mr. Ridings:
The City of Raleigh intends to replace a portion of the existing Mango Creek Interceptor sewer line
serving Knightdale and the surrounding area. In support of this activity, Carolina Ecosystems, Inc.
(CEI) and Withers & Ravenel, Inc. have prepared this Nationwide Permit (NWP) 12 Pre-
Construction Notification (PCN) for anticipated impacts to wetlands and streams under the
jurisdiction of the Section 404 and 401 of the Clean Water Act (CWA). This notification also
addresses impacts to the riparian buffers regulated under the Neuse River Basin - Nutrient Sensitive
Waters Strategy: Protection and Maintenance of Existing Riparian Areas Rule 15A NCAC 02B
.0233 (Meuse Buffer Rule) for approval from the NC Division of Water Quality (NCDWQ).
Included in this submittal are the PCN form, site maps, impact sheets, wetland delineation
information, and engineering plans and details. Additional information supplementing the PCN
form is included in this cover letter.
Project Purpose and Description
The overall purpose of this project is to replace an aging and undersized sewer line currently
running parallel to Mango Creek and the Neuse River. The proposed line is approximately 6,500
linear feet of 36-inch diameter pipe. The line must tie to the existing sewer system on both sides of
Mango Creek at Hodges Road and with the siphon under the Neuse River on an NCDOT mitigation
parcel near US 264.
Construction of the sewer outfall will be accomplished using standard techniques. Clearing and
grubbing will be performed, followed by installation of sediment and erosion control measures.
The sewer trench will be excavated and the line installed. The trench will then be backfilled, and
the area graded to pre-construction contours. Stream crossings will be constructed in the dry if
practical. If water is present within the channels, the work area will be isolated from flow during
construction using Portadam or similar technology. The crossing locations will be stabilized with

rip-rap over filter fabric, and will be constructed at the bed elevation to allow passage of aquatic
organisms. The construction will comply with all conditions of the Nationwide Permit 12 with
noted exceptions detailed below.
A 40-foot permanent easement will be acquired along the entire corridor with an additional 20-foot
temporary easement for the construction of the line. The additional easement is required due to the
size (36-inch) and depth (over 10 feet) of the proposed line as well as the presence of the existing
line. The original plan as outlined in the Knightdale Land Management Plan was to parallel the
existing sewer. Replacement of the sewer line minimizes the overall easement width as only one
line will remain in service. Maintenance corridors will be reduced to 15 feet in width in wetland
areas and 10 feet in riparian buffer areas. The temporary construction corridor will be allowed to
naturally regenerate, but will be seeded to stabilize the disturbed areas. No fescue will be used
within the corridor, with the exception of residential areas.
Alternatives Evaluation
Multiple alignments were evaluated including routes shown on the attached Exhibit 2 from the
project Preliminary Engineering Report, which is available upon request.
Alignment I (Proposed Project): The proposed alignment parallels the north side of Mango Creek
and the Norfolk Southern Railroad, primarily following the existing 18-inch sewer alignment. Two
crossings of Mango Creek are required to tie to the existing sewer system at Hodge Road. The
lower subsurface crossing would replace an existing aerial crossing with bank stability issues within
the mitigation parcel. Wetland and stream impacts would be contained primarily within the existing
maintained corridor of the current line, therefore reducing permanent impacts to these resources. A
smaller parallel sewer option retaining the existing line was considered for this alignment, but
would require additional easement, impacts, and the existing aerial crossing of Mango Creek would
have to be retained.
Alignment IT This alignment parallels the south side of Mango Creek to Hodge Road and would
require only one crossing of Mango Creek. However, three additional stream crossings would be
required on the NCDOT mitigation parcel. Steep slopes along the tract would probably require the
line to be in the Mango Creek wetland system, with a potential for large wetland impacts on the
parcel. Additional upland clearing within the mitigation parcel would also be required.
Alignment III.' This alignment parallels the north side of Mango Creek south of the Norfolk
Southern Railroad. The alignment would have increased wetland and riparian buffer impacts
compared to Alignment I, including a linear parallel impact in Zone 1 of the Neuse buffer. The
limited space between the railroad and stream does not allow flexibility to avoid or reduce impacts.
Proposed Impacts & Avoidance/Minimization
Unavoidable impacts to streams, wetlands, and riparian buffers will result from the project, but have
been minimized as much as practicable. Impacts are calculated based on prior delineation work by
NCDOT on the mitigation parcel, a private development with a prior jurisdictional determination
(Action ID number not available), and a small amount of new delineation area along Hodges Road.

Carolina Ecosystems delineated the Hodges Road area, and this information is provided in
Attachment 5. In addition, our staff field verified the prior delineations using submeter GPS units.
The prior delineations were found to be accurate and therefore were used for the impact calculation.
The alignment avoids un-impacted wetlands and streams by following the existing sewer easement
for most of the alignment. Forested wetland impacts will primarily be temporary in nature as the
permanently cleared maintenance corridor will be located within the current cleared easement. The
only exception to this is a small (0.01 acre) maintenance corridor adjacent to Hodges Road at
Mango Creek (Site 7).
Stream crossings will be installed using open cut construction techniques. Open cut construction
will be used at the two Mango Creek stream crossings, one of which is on the NCDOT mitigation
parcel. Directional drilling or boring was evaluated but deemed not practical. This crossing will be
constructed to eliminate the existing 18-inch pre-stressed concrete cylinder pipe aerial crossing just
upstream of the I-264 Neuse River Bridge. The downstream terminus of this project is a recently
constructed siphon box that crosses the Neuse River and discharges to the City of Raleigh
interceptor on the west bank of the Neuse River. The siphon elevation is fixed and to some extent
dictates the vertical alignment of the proposed 36-inch gravity sewer. The proposed vertical
alignment of the sewer line through the mitigation parcel is 0.15 percent. At this grade, the top of
the 36-inch sewer line would be approximately one foot below the creek bed at the crossing.
Due to the shallow depth of both Mango Creek crossings, they will require an open cut installation.
A relatively shallow bore would not allow for sufficient cover or depth under the creek to
successfully install a casing pipe. These crossings would require a 54-inch casing pipe that would
protrude above the bottom of the creek bed. Based on geotechnical investigation, there is a sloping
rock face in the immediate vicinity of the proposed stream crossings. There is roughly 1 foot of
partially weathered rock 13 feet below grade over laying a layer of hard granite. The sloping face
makes it virtually impossible to successfully bore through rock on a consistent grade due to the
tendency of the bore to follow the angle of the rock face. The geotechnical report also indicates that
a directional drill with these conditions will be extremely difficult. Several contractors have also
been consulted with regard to this crossing. The consensus is the creek cannot be bored
successfully and therefore open cut methods will be used.
Riparian buffer impacts have also been minimized by limiting the construction corridor to the
existing sewer easement as much as practical. Stream crossings are perpendicular to limit both
buffer and stream impacts. A minor amount of Zone 2 clearing will be required at Site 2 where the
alignment is constrained by the fill slope and bridge abutment of US-264.
The proposed impacts were calculated as follows:

minimal impact to jurisdictional resources as a result of this project. All conditions of the
Nationwide Permit 12, and its corresponding General Certification 3699, have been met during the
design phase of the project with the exceptions noted above. The construction will be monitored to
ensure compliance with the conditions of the permits as issued.
The preceding information, along with the enclosed Pre-Construction Notification and associated
materials, is submitted for your review for this project. Five copies are also being sent to the NC
DWQ Wetlands/401 Unit for their review, along with the required $240.00 application fee. We

The project purpose is to replace the existing sewer interceptor that is undersized and aging with a larger sewer line.
This will continue to allow the City of Raleigh to provide sanitary sewer service to the Town of Knightdale.

The proposed sewer interceptor will be constructed adjacent to the existing line with minor deviations to minimize
impacts. The existing sewer easement will be used for construction and a smaller additional easement will be required
for construction. Permanent easements of 40 feet will be retained by the City while the remaining area, including the
current easement will be allowed to reforest. Maintenance will be limited to 10 or 15 feet in jurisdictional areas as per
current requirements. Standard construction equipment will be used, with additional boring equipment for the crossing
under the railroad.

compared to a parallel line. The alignment minimizes upland forest on the mitigaiton parcel, riparian buffer, stream, and
wetland impacts by avoiding undisturbed areas as much as possible and primarily following the existing sewer easement.

The purpose of this project is to replace an existing sewer line. While it is being upgraded to allow more capacity, the
upstream segments are not being upsized at this time and the area adjacent to this project is either fully developed or
preserved as part of an NCDOT mitigation parcel.

1. The Corps of Engineers believes that there may be jurisdictional waters of the
United States on the subject site, and the permit applicant or other affected party
who requested this preliminary JD is hereby advised of his or her option to
request and obtain an approved jurisdictional determination (JD) for that site.
Nevertheless, the permit applicant or other person who requested this
preliminary JD has declined to exercise the option to obtain an approved JD in
this instance and at this time.
2. In any circumstance where a permit applicant obtains an individual permit, or
a Nationwide General Permit (NWP) or other general permit verification requiring
"pre-construction notification" (PCN), or requests verification for a non-reporting
NWP or other general permit, and the permit applicant has not requested an
approved JD for the activity, the permit applicant is hereby made aware of the
following: (1) the permit applicant has elected to seek a permit authorization
based on a preliminary JD, which does not make an official determination of
jurisdictional waters; (2) that the applicant has the option to request an approved
JD before accepting the terms and conditions of the permit authorization, and
that basing a permit authorization on an approved JD could possibly result in less
compensatory mitigation being required or different special conditions; (3) that
the applicant has the right to request an individual permit rather than accepting
the terms and conditions of the NWP or other general permit authorization; (4)
that the applicant can accept a permit authorization and thereby agree to comply
with all the terms and conditions of that permit, including whatever mitigation
requirements the Corps has determined to be necessary; (5) that undertaking
any activity in reliance upon the subject permit authorization without requesting
an approved JD constitutes the applicant's acceptance of the use of the
preliminary JD, but that either form of JD will be processed as soon as is
practicable; (6) accepting a permit authorization (e.g., signing a proffered
individual permit) or undertaking any activity in reliance on any form of Corps
permit authorization based on a preliminary JD constitutes agreement that all
wetlands and other water bodies on the site affected in any way by that activity
are jurisdictional waters of the United States, and precludes any challenge to
such jurisdiction in any administrative or judicial compliance or enforcement
action, or in any administrative appeal or in any Federal court; and (7) whether
the applicant elects to use either an approved JD or a preliminary JD, that JD
will be processed as soon as is practicable. Further, an approved JD, a proffered
individual permit (and all terms and conditions contained therein), or individual
permit denial can be administratively appealed pursuant to 33 C.F.R. Part 331,
and that in any administrative appeal, jurisdictional issues can be raised (see 33
C.F.R. 331.5(a)(2)). If, during that administrative appeal, it becomes necessary
to make an official determination whether CWA jurisdiction exists over a site, or
to provide an official delineation of jurisdictional waters on the site, the Corps will
provide an approved JD to accomplish that result, as soon as is practicable.
This preliminary JD finds that there "may be"waters of the United States on the
subject project site, and identifies all aquatic features on the site that could be
