Sullins Governor Director August 1, 2011 CERTIFIED MAIL: 7011 0110 0000 3789 0095 RETURN RECEIPT REQUESTED US Marine Corps Base Camp Lejeune Attn: Carl Baker PSC Box 20004 Camp Lejeune, NC 28452-0004 SUBJECT: MARSOC Connector Road, Sneads Ferry Project # 07 0245 V4 Onslow County Dear Mr. Baker: Dee Freeman Secretary This Office has reviewed your Individual Permit (IP) application modification request June 24, 2011 for the additional permanent fill of 0.089 acres and temporary impacts of 0.023 acres of jurisdictional wetlands from the US Army Corps of Engineers (USACE). The Division of Water Quality (DWQ) has determined that your application was incomplete as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide all of the following information so that we may continue to review your project. 1) You included the master plan wetlands impact map, but no additional drawings showing the path of the road through the project area. W1, W2 and W3 shows the topo of the project corridor and the wetland impacts, but there are no drawings showing the road or bridge over these areas. Please provide additional drawings of the overall road plans from Hwy 210 to the Rifle Range Road and include the locations of the erosion control measures. The plans should be large enough to be legible. Additional drawings may be provided to show additional detail if necessary. 2) The application states that wetlands were avoided by a proposed bridge. No drawings of the proposed bridge is included or description as to the construction method you are proposing to implement. Please provide drawings of the proposed bridge, showing the location of the bents and a description of the proposed construction method. 3) The profile drawings show a proposed boardwalk over wetlands, please provide profiles to show the location of the pilings and how the piling will be installed (will concrete be used?) Please reference the DWQ Project # of 2007 0245 V4 in all future correspondence. If we do not hear from you within three weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers.
