Enclosed is our application for a Department of the Army
Permit for the Main Battle tank Railhead Connector on Marine
Corps Base, Camp Lejeune. The enclosure is submitted for your
review, approval and issuance of a Section 401 Water Quality
Certification for construction of the project. A $570.00
processing fee for this application is also included.
Camp Lejeune proposes to fill permanently fill 0.932 acres
and temporarily impact 0.39 acres of Section 404 wetlands to
complete the project described in the application. Unavoidable
wetland impacts will be compensated with mitigation credits
purchased from the NCEEP and debited from the Greater Sandy Run
Area Wetland Mitigation Bank located on the installation.

Cogdels Creek Main Battle Tank Connector Road
B. Project Information and Prior Project History
3d. Explain the purpose of the proposed project.
A permanent incremental increase of about 7,000 Marine Corps personnel is currently underway at
Marine Corps Base (MCB) Camp Lejeune (Base) under the Grow the Force initiative. To support this
growth, the USMC has proposed a combination of: (1) new infrastructure construction (e.g. buildings,
roads, utility lines/equipment); (2) demolition and/or upgrades to existing infrastructure; and (3)
relocating existing units and personnel to consolidate and better support combat missions. These
expansions are to address current deficiencies as well as in support of new facilities that were
proposed for construction under Base expansion as documented in the Final Environmental Impact
Statement (EIS) USMC Grow the Force in North Carolina (December 2009).
As part of the Base expansion new Bachelor Enlisted Quarters (BEQ) were constructed to the south
of Sneeds Ferry Road in the French Creek area of the Base. The construction of the BEQ is currently
underway. One of the consequences of the construction of the French Creek BEQ is that main battle
tank access from tank maintenance facilities along McHugh Boulevard and Duncan Street and other
areas south of Cogdels Creek will be re-routed.
Tanks from the Hadnot Point and French Creek area are frequently shipped off Base for deployment,
maintenance, and training. Shipping the tanks by rail is the most cost effective mode of
transportation. The railhead for loading and shipping tanks is located north of Ash Street between
Michael Road and Railroad Road, within the northern portion of Hadnot Point. The current access to
the railhead from the tank maintenance facilities along McHugh Boulevard and Duncan Street is via a
series of improved tank trails as shown on Figure 1. When construction of the French Creek BEQ is
complete, use of the current tank trail will be closed. Therefore, it will be necessary to construct a new
tank connector road across Cogdels Creek to access the railhead.
Besides use of the tank trail by tanks, the tank trail will be used by other heavy equipment being
transported to the railhead and by troop formations to access the gas chamber training facility on the
east side of Sneads Ferry Road.
3e. Describe the project in detail, including type of equipment to be used.
The new tank connector road is about 3,800 feet in length and will consist of dirt and gravel. Side
slopes on the tank trail will be 4:1 except in wetland areas were 2:1 slopes are specified to reduce
impacts. Articulated concrete block mats will be used on the side slopes in the wetlands to prevent
erosion of the slope.
The tank trail will be 50 feet wide. This width allows for a M88 Recovery Vehicle (basically a tank with
a crane mounted to it) to be aligned perpendicular to a disabled tank for lifting or moving the disabled
tank for repair or maintenance. The 50-foot width also allows for two tanks with mine plows to safely
pass each other.
Two main wetland areas will be crossed by the connector road. The first wetland crossing is
associated with Cogdels Creek. Wetlands in this area are a mix of emergent/scrub in the mid-portion
with forested wetlands along the edge. At the tank trail crossing no defined stream channel is present.
AECOM
The wetlands in this area are about 300 feet in width. Four 60-inch corrugated metal pipes are
proposed at the mid portion of the wetland to allow for flow through the wetland. The lower portion of
the pipes will be buried below the ground surface, and a baffle will be installed to prevent scouring.
Aluminum headwalls will be constructed to minimize the length of pipe and the width of the fill at the
pipes. Additionally two 36-inch corrugated pipes are proposed toward each edge of the wetland (one
on each edge) to help maintain hydraulic conductivity through the wetland.
The second wetland crossing is of a 100-foot wide wetland swale that drains into the Cogdels Creek
wetlands. No channel is present in this wetland. Three 60-inch corrugated pipes with aluminum
headwalls are proposed at this wetland crossing.
4 Jurisdictional Determination
The wetlands were delineated by Tetra Tech in 2010. The wetland boundary was surveyed by
Charles F. Riggs and Associates and a jurisdictional package was submitted to the US Army Corps of
Engineers. A Jurisdictional Determination was issued by the USACE on March 24, 2011 (Action Id.
SAW-2010-01798).
D. Impact justification and Mitigation
1.a Specifically describe measures taken to avoid or minimize the proposed impacts in
designing project.
Several different alternatives were initially evaluated for the connector road. An option that would
begin at the end of Duncan Street, and extend across a small stream and wetland was eliminated
early in the process because of the steep terrain on the east side of the stream, and extensive
wetlands along the base of the slope.
Three Alternatives for the location of the tank connector road were developed and evaluated. Using a
consistent 50 foot wide corridor, impacts were calculated for these three alternative routings of the
tank trail as shown on Figure 2.
• Alternative 1 impacted 29,900 square feet
• Alternative 2 impacted 30,700 square feet
• Alternative 3 impacted 27,800 square feet
Based upon Alternative 3 providing the least amount of wetland impacts design of Alternative 3 has
been carried forward. It has been slightly revised from its initial alignment and the current design is
shown as 3A on the figure.
In addition to alignment alternatives several bridging alternatives were also evaluated and compared.
There are two primary wetland areas that are crossed by Alternate 3, one crossing is about 350 feet
wide and the second is about 150 feet wide. The alternatives evaluated included:
• Bridging the entire length of both wetlands
• A 100-ft bridge with 125 ft filled approaches at the 350 ft wetland crossing and a 100-ft bridge
at the 150 ft crossing.
• No bridge - crossing with culverts

The above estimates are for the two main wetland crossings only and do not include the cost of the
remaining tank road. The costs for the bridge construction are for the bridge only and do not include
costs for a temporary construction bridge if required. The estimated cost for the entire tank trail with
culverts is $1,830,000.
Efforts to minimize wetland impacts have included:
• Use of 2:1 slopes in wetland areas to minimize the foot print of the tank trail.
• Articulated concrete block mats on the 2:1 slopes in the wetland to protect the slopes and
prevent erosion.
• Elevation of tank trail through the wetlands was kept as low as possible (will be overtopped
during 100-year flood event)
• Additional culverts added in approach areas to maintain hydraulic/connectivity flow through
the wetlands
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through
construction techniques.
Soil and erosion control BMPs will be implemented to prevent silt and sediment from impacting
wetland areas during construction.
The specification of pre-constructed corrugated aluminum pipes and aluminum headwalls will
minimize construction impacts.
E. Stormwater Management and Diffuse Flow Plan
A stormwater management plan is currently under preparation and will be submitted to the NC
Division of Water Quality for their approval.
F. Supplementary Information
5. Endangered Species and Designated Critical Habitat
A review of GIS data provided by Camp Lejeune indicated that there are no known locations of
Threatened or Endangered species in the Cogdels Creek Area. Field surveys performed by AECOM
AECOM
biologists did not identify potential habitat for any listed Threatened or Endangered species that are
know to occur in Onslow County or on the Base.
