Dear Ms. Steenhuis,
This letter is in response to your request for additional information, dated 1 August 2011, regarding the
proposed relocation of the connector road that will facilitate access into the Stone Bay and the MARSOC, a
part of the US Marine Corps Base Camp Lejeune. Below you will find your written request (italicized)
followed by SEGi's response:
You included the master plan wetland impact map, but no additional drawings showing the path of
the road through the project area. Wl, W2 and W3 show the topo of the project corridor and the
wetland impacts, but there are no drawings showing the road or bridge over these areas. Please
provide additional drawings of the overall road plans from Hwy 210 to the Rifle Range Road and
include the locations of the erosion control measures. The Plans should be large enough to be
legible. Additional drawings may be provided to show additional detail, if necessary.
Please see the attached addendum pages to Supplemental Information, Appendix D. Hand written
notes have been incorporated into these sheets for the specific purpose of providing clarification on
wetland impacts.
2. The application states that wetlands were avoided by a proposed bridge. No drawing, of the
proposed bridge, is included or description as to the construction method you are proposing to
implement. Please provide drawing(s) of the proposed bridge, showing the location of the bents and
description of the proposed construction method.
Per Jake Wessell, Project Engineer with Catlin Engineers & Scientists, the bridge will be built
utilizing "top-down" construction methods. Top-down construction entails driving the pilings, for
the interior bents, by a crane, which will be sitting a good distance from the wetland line. All other
construction will happen from the deck level. Construction equipment will not encroach into the
wetlands. Installation of the pilings may require some pre-auguring, which means that a short hole
may be augured at each location to facilitate the plumbing of the pile to start driving. With this
activity, residual discharge is not anticipated to enter into wetlands. The "top-down" construction
method will be used for both the concrete (vehicle) and timber (pedestrian) bridges.
Drawings have been attached, which better detail the proposed construction method and location of
bents.
Note: All bridges will be elevated at least 3 feet above the substrate, in any area where the
structures cross waters of the United States.
3. The profile drawings show a proposed boardwalk over wetlands, please provide profiles to show
the location of the pilings and how the pilings will be installed (will concrete be used?).
See attached addendum pages to the Supplemental Information, Appendix D.
