Sollod with NCDENR regarding the CAMA Federal Consistency Submission for the P1286B - Stone Bay Connector Road project. Our response to each comment is shown immediately following the individual comments, which are shown in bold text. Following are the responses to comments provided by Mr. Stephen Rynas: 1. Appendix B of the submission contains two graphics. Neither graphic presents to the reader an adequate description of the proposed project in relation to the MARSOC complex. Please provide site plans that provide greater detail including the boundaries of any AEC that may exist in the area. Enclosed with this response are PDF copies of the plan and profile sheets for the project providing additional detail regarding the project. There are no AEC's within the project vicinity. 2. Has DCM's Wilmington Office been contacted to verify the extent of any AEC that may exist in the area? The Division of Coastal Management's Wilmington Office has not been contacted to verify the extent of any AEC's due to the project's distance from Stone's Creek. The closest work to Stone's Creek involves the NC 210 widening and the widening stops more than 200 feet from Stone's Creek. Additionally, Steven Lane with DCM was on site on Friday, July 20, 2011 to perform a site visit and indicated that there was no encroachment on Public Trust facilities with the project. Please provide an alternative's analysis for evaluating the alignment of the proposed connector road. Why can't Rifle Range Road be improved? It would seem that improvements to Rifle Range Road would avoid wetland impacts or at least minimize wetland impacts when compared to the proposed connector road. The potential to widen Rifle Range Road was evaluated and determined not to be feasible for several reasons. Those reasons include future master plans for the MARSOC facility which provide for construction of future buildings on the current Rifle Range Road footprint. Additionally, the length of the roadway from NC210 to the gate house on Rifle Range Road is not consistent with Anti-Terrorism Force Protection requirements, which requires that the personnel in the gate house have sufficient reaction time to implement protection measures from the point where a vehicle can be seen from the gate house. The short distance between NC 210 and where the gate house could be located to accommodate the future buildings does not meet the ATFP requirements. The original Concept Plans for MARSOC depicting the Stone Bay Connector Road showed the alignment further to the west and nearer to Stone's Creek. However, the NCDOT required that the widening of NC 210 for the Stone Bay Connector Road and NC 210 intersection encroach no nearer than 200 feet to the newly installed NCDOT bridge over Stone's Creek. The reasons for the proximity limits by NCDOT included safety concerns associated with sight distance near the bridge being limited by the horizontal curvature of the roadway, as well as concerns about the widening having to extend through the newly replaced bridge, requiring yet another new bridge. At the NC 210 and Stone Bay Connector Road intersection, there are a number of lanes that need to be dropped prior to achieving the standard two-lane roadway section that currently exists on NC 210. In order to drop one lane at the posted speed limit, 720 foot tapers are required. The length of the required tapers, in conjunction with the NCDOT's restriction for work no closer than 200 feet from the bridge, were major factors in the location of the intersection and the start of the Connector Roadway. Shifting the connector road further to the east from its current alignment, would result in larger wetland impacts as the horizontal alignment of the Connector Road was carefully designed to cross ephemeral wetlands (linear wetlands) in lieu of larger wetland areas limiting overall wetland impacts. Additionally, the widening for the required turning movements for the Connector Road and NC 210 intersection would extend to the next intersection to the east consisting of NC 210 and Manchester Drive. 4. The submission references Section 404 wetlands. However, there is NO affirmative statement to the effect that coastal wetlands do not exist in the project vicinity or would be impacted by the proposed action. Please provide a definitive statement on the existence or non-existence of any coastal wetlands and the potential impact, if any, of the proposed project on coastal wetlands. There are no coastal wetlands in the project vicinity and no potential impact to coastal wetlands associated with the project. c/fe/97084/5-7asbi I.doc 5. As a follow-up to question #2, should the proposed project affect/encroach into an AEC please provide a revised analysis of the proposed project with 15A NCAC 07H .0200 (The Estuarine and Ocean Systems). Specifically the use standards found in 15A NCAC 07H .0208 and management objectives and use standards found in 15A NCAC 07H .0209. There is no encroachment into an AEC with the project so a revised analysis is not required. 6. The submission states that 0.089 acres of wetland will be impacted. Additionally, that there will be four road crossings of wetland areas. Please provide included in your revised graphics the location of these road crossing, a site plan of each crossing, and the location of the wetlands in the vicinity and the wetlands to be impacted. Should any coastal wetlands exist in the project vicinity these need to be shown too and differentiated from the Section 404 wetlands. The plan and profile drawings included with this response indicate the three crossings of ephemeral (linear) wetlands achieved with culverts and the fourth wetland crossing where a bridge is proposed. Appropriate plan, elevation, and typical sections for the vehicular and pedestrian bridge crossings of these areas have been provided with this package. Additionally, the sketches of the impact areas that were submitted with the permit application package to the USACE documenting the area of impact to the wetlands are included with this submittal. There are no coastal wetlands within the project vicinity so it was not necessary to differentiate between wetland types. Following are the responses to comments provided by Mr. Steven Sollod: It is difficult to tell from the project description and the drawings what is the extent of the widening of NC 210. The description says that NC 210 will be widened for approx. 4,752 feet along the east side of the existing roadway. The crossing of Stone's Creek on NC 210 is Estuarine Waters AEC. It is also PNA. Will the widening of NC 210 impact this AEC? ...or will the widening occur to the south of Stone's Creek, beyond the 75 ft. AEC boundary? Enclosed with this response are PDF copies of the plan and profile sheets for the project providing additional detail regarding the project. The widening of NC 210 stops approximately 200 feet southeast of the crossing of Stone's Creek as requested by the NCDOT. The widening will not affect the AEC as it is beyond the 75 foot AEC boundary. 2. Also, there is no indication whether Camp Lejeune has coordinated with NCDOT. Will NCDOT have involvement with the widening of NC 210 or is Camp Lejeune solely doing the project with NCDOT's acknowledgement? Should NCDOT be a co-applicant on this part of the project? The construction of the improvements on NC 210 will be completed with NCDOT's approval. NCDOT has reviewed the proposed plans at each stage of development (35%, Pre-Final, and Final Design) and is currently reviewing the applications for the NCDOT Encroachment Agreement, which authorizes the government to complete the utility work within the NCDOT c/fe/97084/5-7asbi I.doc Right of Way; and the NCDOT Driveway Permit, which allows the connection of the Connector Road to NC 210 as well as the associated widening and signal work. The NCDOT Signal Agreement, which allows for NCDOT review and approval of the traffic signal design, has already been executed between the government and NCDOT. Upon approval by NCDOT of the Encroachment Agreement and Driveway Permit, the Government will have the approval to construct the improvements shown on the plans. It is not necessary for the NCDOT to be a co-applicant for the CAMA Federal Consistency Submission. Copies of the applications for the NCDOT Encroachment Agreement and NCDOT Driveway Permit as well as a copy of the executed NCDOT Signal Agreement are included in this submittal. 3. Based on the write-up, there are to be 4 road crossings through 404 wetlands / perennial streams. The dimensions of the bridge and the streams (and the culverts) are not stated. The "north crossing" and the "south crossing" are visible on one of the drawings and there appears to be other crossings on the new connector road, but it's not clear where all the crossings will be. Will the culverts be buried a foot below normal bed elevation to allow for passage of aquatic life? The plan and profile sheets included with this submittal show the three crossings of ephemeral (linear) wetlands and the sizes of the culverts at each of these crossings. As these locations are not classified as streams, the culverts have not been buried a foot below normal bed elevation. At the fourth crossing of the large wetland and intermediate stream, a bridge is proposed and the dimensions of the bridge are shown on the bridge plans for this location. 4. Any available documentation on communications with NCDOT, and more detailed drawings (if available) that better show the extent of the road work and bridge and culvert locations would aid in the review. Copies of the applications for the NCDOT Encroachment Agreement and NCDOT Driveway Permit as well as a copy of the executed NCDOT Signal Agreement are included in this submittal, as are more detailed drawings of the roadway work, bridge and culvert locations.
