This stream is subject to the Neuse River Riparian Area Protection Rules and the proposed stabilization activities are not exempt under Neuse Riparian Buffer Protection Rules - Rule .0233 (15A NCAC 2B.0233). Therefore written concurrence from NC-DWQ is sought per conditions established in Condition 6 under NC-DWQ's General Permit - GC3495. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project is located in a well-established area of Raleigh, NC that is surrounded by single family residential, multi-family residential, commercial and institutional development. The project site is currently a single family residential dwelling and consists of a 0.36 acre parcel. The size and age of the house on this lot is typical of the other single family development in this area. The watershed for this area is fully developed. 3b. Explain the purpose of the proposed project: The residence at 549 Bragg Street experiences structural flooding during relatively small rainfall events. The purpose of this project is to improve the grading near the house to provide positive drainage away from the residence and to upgrade the storm drainage system adjacent to the residence to reduce or eliminate the occurrence of structural flooding. 3e. Describe the overall project in detail, including the type of equipment to be used: Currently, the residence located at 549 Bragg Street experiences flooding during relatively small rainfall events. There is an existing storm drainage inlet located off the property that discharges stormwater runoff via an 18 inch pipe through the project site into Gamer Branch to the west. This inlet and pipe are in relatively poor condition and the pipe is undersized for the drainage area it collects. In addition to the issues with the storm drainage piping system, an area east of the structure is relatively flat and does not provide sufficient positive drainage away from the structure that results from surface flow towards the structure and capacity issues associated with the offsite inlet and storm drainage pipe. This project will consist of installation of a new yard inlet and storm drainage pipe that will have the capacity to convey the 10-year storm and not pond water above the inlet that will cause flooding at the onsite residence. This pipe will outlet into the same small channel that the existing 18 inch pipe outlets into. Grading will be done to provide positive drainage away from the residence toward the new inlet. The equipment to be used for this project is earth moving equipment and various other support apparatus.
