9. PROJECT DESCRIPTION:
The project site is located at 216 Shell Drive in the Pelican Point Subdivision, near Sneads Ferry, adjacent
to Chadwick Bay in Onslow County. To locate the property from US Highway 17 at Holly Ridge travel north
approximately 4 miles to Old Folkstone Road. Turn right on Old Folkstone Road and travel approximately
4 miles crossing over Highway 210. Proceed an additional 1.8 miles to Chadwick Acres Road; there will be
an electrical substation on the right before the turn. Chadwick Acres Road will become Grandview Drive
continue north to the entrance of the Pelican Point Subdivision. Turn left onto Big Hammock Point Road
and turn left onto Shell Drive. The project site will be located on the right hand side.
The property is approximately 15,000 square feet, measuring approximately 75 feet in width by 200 feet in
length. The current elevation of the property ranges from approximately 1.5 feet to 3.0 feet above
Normal High Water (NHW). The property is bordered by Shell Drive to the south, residential properties to
the east and west, and Chadwick Bay to the north. Existing man-made structures on the property include
a single family residence, a bulkhead located landward of coastal wetlands, and a two (2) slip docking
facility with boathouse. The high ground of the property is vegetated primarily with lawn grasses,
ornamental landscaping, and live oaks (Quercus virginiona). A band of coastal wetlands approximately 12
feet in width exists water ward of the existing bulkhead and consists of salt meadow hay (Spartina patens)
and smooth cordgrass (Spartina alterniflora). A CAMA General Permit (#54085D) authorizing the existing
docking facility was issued on August 21, 2009. The existing docking facility measures approximately 72
feet in length and approximately 6 feet in width and terminates at a 12 feet wide by 24 feet long platform.
Extending from the east and west sides of the platform, are access finger piers each measuring
approximately 3 feet wide by 18 feet in length. These finger piers then extend to the north approximately
21 feet in length which frame in the two boat lifts (see Sheet 1 of 3). The permit was modified on
September 4, 2009 to include an approximately 12 feet wide by 24 feet long boathouse, which appears to
have been constructed with a roof overhang, and as it exists measures approximately 15 feet wide by 27
feet long. The existing docking facility appears to exceed what would be allowed under the current
Coastal Resource Commission rules. A CAMA Major Permit #44-10 was issued on April 28, 2010 and
authorized the existing bulkhead alignment with approximately 20 square feet of Section 404 wetland fill.
The existing CAMA Major Permit #44-10 is due to expire on September 4, 2014.
The Onslow County Land Use Plan classifies the upland areas of the project site as Developed. The waters
of Chadwick Bay adjacent to the project site are classified SA by the Division of Water Quality. They ARE
designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are OPEN to the
harvest of shellfish. The open water of Chadwick Bay is approximately 2000 feet wide at this location.
10. PROPOSED PROJECT:
The applicant proposes to install six (6) single piling jet-ski lifts adjacent to the existing docking facility.
As proposed each jet-ski lift would be installed with a single piling and structural components of the
lift including cradles would extend outboard of the proposed locations approximately 7 feet in length
and would measure approximately 4 feet in width. As proposed, two (2) lifts would be located on the
east side of the access finger pier, two (2) lifts on the south side of the access piers and two (2) lifts

would be located on the west side of the access pier. The proposed jet-ski lifts would be located in
water ranging in depth from -2 feet to -2.5 feet at Normal Low Water. As proposed, the four (4) jet-ski
lifts located on the east and west sides of the pier would extend into the 15 foot riparian setbacks of
both adjacent riparian property owners (Von Biberstein and Sacco see Sheet 1 of3).
11. ANTICIPATED IMPACTS:
The proposed installation of six (6) single-piling jet-ski lifts would result in the incorporation of
approximately 168 square feet of Estuarine and Public Trust Waters. The proposed jet-ski lifts would be
located in water depths ranging from -2 feet to -2.5 feet at Normal Low Water. The proposed location of
four (4) of the proposed lifts would require a waiver from the adjacent riparian property owners on the
east and west. Temporary increases in turbidity can be expected during lift installation.

This permit, issued on April 28. 2010 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subiect to fines, imDrisonment or civil action; or may cause the permit to be null and void.
Shoreline Stabilization
1) The alignment of the authorized bulkhead and wingwall shall be staked by the permittee and
approved by a representative of the Division of Coastal Management within a maximum of 30 days
prior to the start of any construction. Failure to initiate construction within 30 days, or erosion of the
shoreline by adverse weather conditions shall require the alignment to be restaked by the permittee
and re-approved by DCM within a maximum of 30 days prior to the new expected start of
construction.
2) The authorized bulkhead and wingwall shall be located landward of the normal high water level and
all Coastal Wetlands at the time of construction.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
September 4, 2014
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Narrative Summary:
Mr. James Silance, the property owner of 216 Shell Rd, Sneads Ferry (Pelican
Point Subdivision) is requesting to install 6 Jet Ski lifts in addition to the two
existing boatlifts. The pier, dock, covered & open boatlift were authorized under
general permit # 54085.
• The following is a description of material & construction methods to be
used for this project:
Marine Grade 2.5 treated round pilings (one per lift). These pilings will be
jetted into the mud using a high pressure pump and wand to a minimum of
81, or to the manufactures specifications.
