Re: JT Russell Ethanol Transfer Facility (DWQ# 2011-0582)
401 Water Quality Certification No. 3821
Davidson County, North Carolina
Ms. Homewood:
HDR Engineering, Inc. of the Carolinas (HDR), on behalf of our client, Chambers Engineering PA,
would like to update the submitted PCN for the proposed ethanol facility. Proposed impacts were under
estimated in the original submittal as we did not take in account the sinuosity of the stream. Stream
impacts were re-calculated measuring the centerline of the stream resulting in approximately 232 linear
feet of permanent fill impact.
Enclosed are the revised stream impact table (Section 3 of the PCN), plan sheet (Sheet T-20), and
NCEEP acceptance letter that reflect this change. If you have any questions or require additional . "
information after your review of the enclosed information, please contact me at (704) 973-6878.
Respectfully,
Eric Mularski, PWS

This letter revises and replaces one issued date June 14, 2011. The purpose of this letter is to notify you that the North Carolina
Ecosystem Enhancement Program (NCEEP) is willing to accept payment for impacts associated with the above referenced project as
indicated in the table below. Please note that this decision does not assure that participation in the NCEEP will be approved by the
permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these agencies to determine
if payment to the NCEEP will be approved. Yon must also comely with aLi other Mate. federal or local tovernmam i ?.
