8. PROJECT SUMMARY: The applicant is proposing maintenance excavation, the addition of
two finger piers, covered gazebo and two additional slips with boatlifts at the existing one-slip
docking facility.
9. Narrative Description:
The Carrot Island Properties Limited Family Partnership project is located at 805 Front Street

in Beaufort, Carteret County. Front Street is found by turning right off of Hwy 70 East (Cedar
Street) onto Turner Street. Follow Turner Street until you come to the stop sign. Turn Left on
Front Street and follow until you reach the 800 block. The site will be located on the north
side of Taylors Creek at 805 Front Street.
The entire tract is 14,484 square feet and is divided by Front Street. The project site
(waterside parcel of Front Street) is 4,716 square feet and averages 3' in elevation above
NHW. Currently on the site is an existing one-slip docking facility, retaining wall, kayak
racks and walkway. The shoreline has a total length along the NHW contour of 68'. Along
the shoreline is a 32' wide x 68' long expanse of Coastal Marsh that contains Smooth
Cordgrass (Spartina alterniflora), Salt Meadow Cordgrass (Spartinapatens), Carolina Sea
Lavender (Limonium carolinianum) and Glasswort (Salicomia). The high ground portion
of the tract is vegetated with upland grasses, landscaped vegetation and one cedar tree.
The Division of Water Quality classifies this area as SC Waters. Taylors Creek is not a
Primary Nursery Area and is closed to the taking of shellfish. The Town of Beaufort's
2007 Land Use Plan classifies this area as Medium Density Residential with Conservation
within the AECs. There is a Federal Channel within Taylors Creek with a setback of 61'.
The width of Taylors Creek within this area is approximately 500'. There are residential
docks to the east and west of the proposed project. Carrot Island is located across Taylors
Creek (south) from the project property.
10. Protect Description:
The applicant is proposing the addition of two slips with boatlifts to the existing one-slip
facility (three slips total), maintenance excavation, two finger piers and one platform with
a covered gazebo for private residential use.
The site was previously permitted for high ground development thru Minor permit 03-11
which authorized grading and filling, a deck, wooden walkway, brick walkways,
landscaping, landscape wall and wooden fence. The applicants are not proposing any new
high ground development at this time.
The existing docking facility currently has a 6' x 61' pier with a 10' x 40' floating platform,
one slip and three existing tie pilings. The pier is approximately 18' from the existing floating
platform which is accessed by an existing gangway. The existing tie pilings and a portion of
the floating platform encroach within the USACOE channel harbor line setback
approximately 1' to 33'( existing tie pilings), however are remaining as previously
constructed. The existing floating platform is a distance of 30' from the edge of marsh. The
applicants are proposing the addition of two slip areas directly behind the existing platform, to
the existing one-slip docking facility. There would be two 10' x 10' boatlifts installed within
the proposed slips. There would be two 3' x 10' finger piers, one 11' x 10' platform (which
includes one of the 3' x 10 finger piers) with a covered, unenclosed gazebo (8' x 16'). The
covered, unenclosed gazebo would incorporate the proposed platform, finger pier and a
portion of the existing pier; however the roof drip line would remain within the new platform
and existing pier boundaries. All parts of the new development would be approximately 1' to

11' landward of the USACOE channel setback. According to the applicant the typical boat
to be served would be center console, open runabout and have a typical length of 25'.
The applicants are proposing to maintenance excavate an 80' wide x 60' long area to a final
depth of -4' nlw. The average water depths are -1.2' nlw with connecting water depths an
average of -6' nlw. A total of 497 cubic yards of sandy, silty material would be removed by a
bucket to barge method and would be taken offsite to a preapproved spoil area, however the
applicant did not specify if this area would be outside of any AEC. Per the applicants the
excavation would remain a minimum of 5' from the existing coastal wetlands. There was no
evidence of any shellfish resource or sav within this area.
11. Anticipated Impacts:
The maintenance excavation would disturb an 80' wide x 60' long area (4,800 ft') of
shallow bottom habitat. The final depth would be -4' nlw with a total of 497 cubic yards of
material removed. The average water depths are -1.2' nlw with connecting water depths an
average of -6' nlw. Installation of the new finger piers, new platform and new boatlifts
would incorporate and shade an additional 340 ft' of open water and provide 3 permanent
slip areas. No coastal marsh would be filled or excavated during this project. The
maintenance excavation and installation of the platform, finger piers and boatlifts have the
potential to cause temporary increases in turbidity during placement. There would be no
new impacts and no new encroachment into the USACE harbor line setback with this
project.

Carrot Island Properties Family Limited Partnership proposes to construct two boat lifts,
with associated finger piers and dredge, at 805 Front Street in Beaufort, NC as shown in the
attached plans.
The existing 6 foot wide fixed wooden dock and 10'x40 existing floating platform will
not be modified or removed. Currently there is 1 boat slip in use with associated tie piles. The two
proposed boat lifts will be constructed landward of the existing floating platform. Two 3 foot
wide finger piers will be constructed to access the boat lifts. A covered gazebo is also proposed as
shown in the attached plans.
All new work shall be constructed landward of the US Army Corps of Engineers
established Harbor Line.
The owner also proposes to dredge approximately 497 CY of silt and sand in the vicinity
of the existing floating dock and two proposed boat lifts with a bucket to barge contractor. All
dredging will maintain a 10 foot setback off of the existing wetlands areas ensuring that no
wetlands will be impacted. The proposed dredge depth is a -4.0 at NLW.
