This correspondence is in reference to your letter dated July 7, 201 1, regarding the Little River Bridge
Mitigation Site located in Moore County, North Carolina. This site is being utilized by the North
Carolina Department of Transportation as compensatory mitigation for wetland impacts associated with
project R-021 OA.
By copy of this letter, we are notifying you that no further monitoring of the site will be required
since the construction and success criteria for the mitigation site has been met.

As you aze awaze, the Department has monitored the Little River Bridge wetland restoration site
since its construction in January 2006. Located in Moore County, adjacent to the US 1 bypass
neaz Vass, this 14.8 acre site provides 5.97 acres of riverine wetland restoration and 8.4 acres of
riverine wetland preservation for impacts associated with the R-0210A project. The wetland
restoration azea was planted and hydrologic monitoring gauges were installed in February of
2006. Per the permit requirements, NCDOT proposed to monitor the Little River Bridge
mitigation site for five yeazs or until success criteria were met; with hydrological and vegetation
and monitoring conducted each year. Afrer each growing season, annual monitoring reports were
submitted to the appropriate regulatory agencies via the Natural Envirorunent Unit's (NEU)
website:

Hydrologic success criteria for the site state that the wetland restoration area must be inundated
or saturated (within 12-inches of the surface) by surface or groundwater for at least a consecutive
12.5% of the growing season during years of normal rainfall. Therefore for the 230-day growing
season in Moore County, the 12.5% criterion is a consecutive 29 days. Table 1 provides a
summary of the hydrologic data (the percentage of the growing season that saturation was
indicated) at each groundwater gauge location for the past five years of monitoring.
Afrer five years of vegetation monitoring, data for 2010 indicates that the site has met vegetative
success criteria by yielding an average density of 470 trees per acre surviving, well above the
minimum requirement of 260 trees per acre. Individual annual monitoring data is provided
within the monitoring reports available on NEU's website between 2006 and 2010.

As noted in Table 1, groundwater monitoring gauge GW-4 has continuously failed to meet the
hydrologic monitoring criteria as stated in the mitigation plan. On April 27`h, 2011, NCDOT
personnel delineated the area azound this gauge and determined that 0.22 acre that was included
in the as-built acreage was not meeting the jurisdictional wetland criteria. This acreage as well as
the 0.21 acre area where the water line was lefr during construction of the site have since been
removed from the as-built plans and the debit ledger. Please see the attached debit ]edger and
plan sheet for the updated figures.
A site visit was conducted on June 21s`, 2011 with the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required. NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site is
