PROJECT SUMMARY: The applicant proposes to stabilize the shoreline with a new vinyl bulkhead waterward of existing wooden bulkhead and the placement of class II concrete rip-rap material along the remaining shoreline to address current erosion. The applicant also proposes to replace an existing uncovered platform. Candace Cederman Page 2 9. PROJECT DESCRIPTION The project site is located at 722 Arjean Drive, adjacent to a man-made channel, locally known as Everett's Creek, on the north side of Pages Creek. The applicant maintains a single-family residence on the property, which includes an approximately 70 linear foot wooden bulkhead, existing uncovered platform, floating dock and boatlift along the waterfront. The remaining 30 linear feet of shoreline is stabilized by upland vegetation that includes loblolly pine (Pinus taeda) with exposed roots which appears to be due to current erosion along this side of the man-made channel. The shoreline of the adjacent property to the northwest is entirely stabilized with what appears to be class II concrete rip-rap material. The existing uncovered platform along the shoreline originates from highground in an area of approximately 5 feet in length by 16 feet in width. The remaining dimensions of the platform are elevated over open water in an area of approximately 13 feet in length by 16 feet in width. An existing access ramp leads onto an existing floating dock, measuring approximately 32 feet in length by 6 feet in width that runs parallel to the shoreline and channel. An existing boatlift, measuring approximately 10 feet in length by 11 feet in width is located on the upstream side of the fixed platform and floating dock. The existing docking facility currently accommodates up to three (3) vessels. The applicant's property consists of 1.3 acres and averages 11 feet above normal high water (NHW), which is vegetated with lawn grasses and ornamental landscaping. Waterward of the existing bulkhead and the area of natural shoreline is a narrow band of coastal wetlands approximately 3 feet in width consisting primarily of smooth cordgrass (Spartina alterniflora) and sea oxeye (Borrichia frutescens) (see Sheets 1 and 3 of 5). The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. There are no known archaeological sites located within the immediate vicinity of the proposed project. The waters of Pages Creek are classified as SA, by the NC Division of Water Quality. The waters adjacent to the project area are not designated as Primary Nursery Area by the NC Division of Marine Fisheries, and they are not OPEN for the harvesting of shellfish. 10. PROPOSED PROJECT The applicant proposes to stabilize the shoreline with a new vinyl bulkhead waterward of existing wooden bulkhead and the placement of class II concrete rip-rap material along the remaining shoreline to address current erosion. The applicant also proposes to replace an existing uncovered platform. The application states that a new 70 linear foot vinyl bulkhead would be installed approximately 18 inches waterward of the existing wooden bulkhead, which is the minimum distance required for the placement of the new bulkhead waterward of the existing bulkhead to allow for working room between the two walls. The remaining natural shoreline would be stabilized with approximately 30 linear feet of class II concrete rip-rap material approximately 6 feet in height and approximately 4 feet waterward of NHW. The application states that the new rip-rap shoreline would be constructed at a 2:1 ratio with the use of filter cloth at the base of the alignment. The rip-rap alignment would tie into the adjacent existing rip-rap shoreline aforementioned. The applicant also proposes to replace the existing 18 feet in length by 16 feet in width uncovered platform within the existing dimensions. The majority of the platform is currently located over open water (see Sheets 2, 4 and 5 of 5). 11. ANTICIPATED IMPACTS The proposed new bulkhead would incorporate approximately 105 sq. ft. of Estuarine Waters and Public Trust Areas. The proposed bulkhead would also incorporate approximately 45 sq. ft. of Coastal Wetlands that primarily consist of smooth cordgrass (Spartina alterniflora) and sea oxeye (Borrichia frutescens). The bulkhead would disturb approximately 1,400 sq. ft. of highground for the associated backfill and tie-back anchor system. The proposed rip-rap alignment would incorporate approximately 135 sq. ft. of Estuarine Waters and Public Trust Areas. The proposed platform replacement would continue to incorporate approximately 224 square feet of Estuarine Waters and Public Trust Area and 80 sq. ft. of Estuarine Shoreline.
