COpV I ..1100 0 Nnr This letter serves as the initial evaluation for the proposed La Foresta Stream Mitigation Bank Prospectus, which was received on March 23, 2011. The proposed plans are to restore 1,212 linear feet of stream channel and enhance 1,600 linear feet of stream channel. A public notice for the proposed mitigation bank was issued on April 20, 2011 and the written comments from several of the Interagency Review Team (IRT) members and the State Historic Preservation Office (SHPO) were received and forwarded to you via electronic mail dated June 7, 2011. Based on our review of the prospectus, our previous site visits to the proposed bank and the written comments provided in response to the public notice, we have determined that we will accept a draft instrument and mitigation plan for the proposed La Foresta Stream Mitigation Bank. Please consider all comments forwarded on June 7, 2011, as you prepare your draft mitigation banking instrument and mitigation plan. Also, please consider the following comment from The Corps of Engineers: We are concerned about the potential effect of the proposed subdivision on the site and request that you provide additional details regarding this proposal including, but not limited to, a site layout, jurisdictional impacts (if any) and proposed stormwater controls. Upon receipt of a draft mitigation banking instrument and mitigation plan for this project, we will review these documents and make a determination regarding whether they are complete as described in 33 CFR Part 332.8 (d)(6).
