Project setting
The project site is located adjacent to the NC Highway 32 Bridge in the Town of Washington Park on
Runyon Creek in Beaufort County, North Carolina. The proposed project site is the original location of Park Boat
Company which is currently located on U.S. 264 East in the City of Washington. The size of the tract is ±38,389 ft2
(0.88 ac.).The project site is a point of land with the N.C. Highway 32 bridge over Runyon Creek located
immediately downstream (southwest) and Snode Creek on the upstream (northeast) side of the property. Runyon
Creek ranges from 390' to 450' in width at the project location. The City of Washington maintains a double boat
ramp immediately across Runyon Creek from the project site. A single-family dwelling is located on Snode Creek
adjacent to the proposed project. The property has approximately 600 linear feet of shoreline on Runyon and Snode
Creek. Vegetation on the tract consists of maintained lawn grass and wooded wetland vegetation on a narrow spit of
land at the confluence of the two Creeks. The applicant is not proposing any development activities in this area of
wooded wetlands or on any upland.
The site is currently used as an upland boat storage facility. Existing man-made features on the property
include a steel building, boat ramp with launch pier, bulkhead and relic pilings from a previously existing docking
facility. CAMA General Permit No.,56172-B was issued on 17 February 2011 for the construction of 90 linear feet
of bulkhead waterward of the existing steel building between the boat ramp and the N.C. Highway 32 Bridge. The
uplands upstream (northeast) of the boat ramp have been stabilized with a bulkhead. Immediately landward of this
bulkhead, a 6' wide dock exists for a distance of approximately 70 feet.
Runyon Creek is classified as SC NSW by the Environmental Management Commission at the project site.
Runyon Creek is Inland fishing waters and is not open to shell fishing.
Project description
The applicant proposes to install a 10 slip docking facility within Runyon Creek. The docking facility will
consist of two separate docks and are identified as B and C on the plat dated March 2011. Additionally, the
dilapidated relic pilings will have to be removed to make room for the new docking facility.
1. Dock B will be a 6' wide by 90' long floating structure situated parallel to the shoreline at a distance ranging
from 24' to 36' water ward of Normal Water Level. This dock will have four 3' wide by 30' long finger
piers extending into Runyon Creek with three tie pilings for the creation of six slips. Dock A identified on
the plat is a 5' by 6' gangway connecting the existing launch pier adjacent to the boat ramp to the proposed
floating dock.
2. Dock C will be a 6' wide by 66' long floating pier located perpendicular to the existing bulkhead. This dock
will have three - 3' wide by 30' long finger piers and three tie pilings for the creation of four fixed slips.

Anticipated impacts
The new docking facility construction will shade ± 1,596 ft2 of Creek bottom while the new slips will usurp
±4,140ft2 of Public Trust Area. Water depths within the proposed slips are approximately 4 feet. The project as
proposed will result in localized turbidity as a result of the construction activities.

The proposed project involves installation of floating docks to accommodate 10 boat slips
for small, recreational boats. Included in the project are five tie-pilings, three dock
sections, and seven finger piers.
The property at 100 River Road is located on the east side of Runyon Creek near the
confluence with the Pamlico River and just to the north of the bridge connecting the City
of Washington to Washington Park. The property is the former site of Park Boat
Company and has historically served as a marine-use commercial site with covered boat
slips. The City of Washington operates two municipal boat ramps and associated piers
across Runyon Creek.
