Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) The time and assistance of the ORC, Mr. Larry Carver, and his staff in conducting the Technical Assistance is appreciated. The Technical Assistance was conducted in response to NOV's the facility has received for BOD and TSS violations. After a review of the current facility size, layout, and loading characteristics it appears the facility is overloaded organically ( high Influent BOD's and TSS's ), compared to typical organic loads most package plants are designed to treat. Most typical package WWTP's are designed and set up to treat flows with organic loads ( BOD's & TSS's ) of between 180 mg/L to 300 mg/L respectively. The current flow to Marion's Catawba River WWTP reveals BOD's and TSS's of up to 664.7mg/L and 502.2 mg/L respectively. A waste stream with this high of a concentration could be better treated in the city's other WWTP, Corpening Creek. Corpening Creek WWTP is set up as a major WWTP with capabilities to handle this type of waste stream. It is suggested that City of Marion staff review the option of modifying the existing influent pump station and force main to send the Catawba River WWTP flow to the Corpening Creek WWTP. If this is not probable, then modifications to the current equalization, aeration system, and return/waste sludge system will be necessary to achieve and maintain compliance with the facility's NPDES permit. Comment: On -site measurements for Settleable Solids in both Aeration Basins revealed the following: AB - A 580 ml/L, AB - B 780 ml/L. Facility consist of 2 Package WWTP's operating in parallel. These 2 plants handle the wastewater from over 30 commercial restraunts. The City of Marion has a good Fats, Oils, & Grease program that is addressed through their Wastewater Collection System permit. Review of Influent data from Jan. 2006 to May 2006, indicate BOD's of between 367.5 to 491.2 mg/L and TSS values of between 226.0 to 664.7 mg/L. It appears grease may be the cause of these high concentrations. Influent BOD and TSS concentrations could be better treated if more time for treatment could be allowed. A short - term solution to the equalization basin issue, would be to install "insert -a -tee" type inverts with control valves into the EQ troughs to allow an adjusted flow to go to the aeration basins, and hopefully increase the time allowed for treatment in the system. Pipe size of the air-lift's is only 1 1/2" going into what appeared to be 4" return/waste sludge lines. The air-lift pumps pipe size should be increased to that of the return/waste sludge lines. This should allow for improved sludge removal and prevent the high sludge blankets that were observed during the Technical Assistance. Aeration Basins Yes No NA NE Mode of operation Ext. This was due to the high organic load from the influent and the size of the current blowers. The ORC has the course bubble diffusers replaced with fine bubble diffusers to improve the oxygen transfer and mixing. Even with this modification, dissolve oxygen levels cannot get much above 1.0 mg/L, even during low flow periods of the day. The facility should review the necessary air requirements for this facility, it appears the facility needs addition aeration to handle both the return sludge needs and the aeration/mixing needs of the high influent concentrations.
