The purpose of this letter is to request a Nationwide Permit 13 to conduct streambank stabilization on approximately 400 feet of Cullys Branch tributary in Alexander County, North Carolina. This voluntary streambank stabilization will be conducted in cooperation with the Alexander Soil & Water Conservation District under the Agricultural Cost Share Program on Mr. Fox's farm. The engineering design work has been completed by NC Division of Soil & Water Conservation Engineer Daphne Cartner. All questions about the design should be sent to her email address at Daphne.Cartner@ncdenr.gov. The main objectives of the conservation plan are to 1) reduce streambank erosion and sedimentation, and 2) establish native riparian buffers along the streambank. The project is not intended to be a total stream restoration project, but rather to serve as a framework for other landowners in the county to utilize existing cost share programs to improve local water quality. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Agricultural Land consisting of No-Tilled Crop Fields, Hayland, & Pastureland. There is a substantial amount of unmanaged mixed pine/hardwood forest adjacent to the stream. Lastly there is a low density subdivision that was in place 30 years ago with large amounts of open space in between houses. 3b. Explain the purpose of the proposed project: Voluntary streambank stabilization by the landowner to improve water quality by decreasing streambank erosion and sediment delivery into the watersupply watershed. Japanese Privette and other invasive species will be managed to improve aesthetics on the property. Partial funding is being provided by the Alexander Soil & Water Conservation District throught the NC Agriculture Cost-Share Program. The engineering assistance is being provided by Division of Soil & Water Conservation engineers. This project will result in stable streambanks in the degraded sections and prevent further channel incision and erosion. 3e. Describe the overall project in detail, including the type of equipment to be used: Removal of 2 tortuous meanders, install 4 rock structures, and 40 ft. of Rock toe protection. All disturbed slopes will be seeded, mulched, and covered with erosion control fabric. There will be some removal of invasive species. Banks will be live staked.
