Please find enclosed a Pre-Construction Notification Form (Nationwide 18) and associated
documentation for the above referenced property located on 1142 Ocean Trail, Corolla,
Currituck County. The owner/applicant is Twiddy Family Partnership, LLC.
The applicant intends to fill .10 acres of Section 404 non-riparian wetlands on the subject
property for purposes of constructing a single family residence. A site plan showing the
proposed development has been attached. The fill is required to establish minimum
setbacks and adequate building elevations for the house footprint, drive aisle and amenities.
Please note, this lot is part of a PUD and connection to a central sewer system is potentially
available. However, the applicant reserves the right to remove the lot from the PUD and use
on site septic. In the event this on site septic option is pursued, a preliminary evaluation of
the lot was performed by Albemarle Regional Health Services and the lot was found to be
provisionally suitable (copy attached).
A Jurisdictional Determination request for the property was sent to your attention and dated
April 11, 2011.

RE: Quotation For Non-Riparian Wetland Mitigation Credits Three Sites HUC 03010205.
Dear Mr. Eadus,
In accordance with your request for we are pleased to offer the price of Twenty Thousand Dollars per non-
riparian wetland mitigation credit from The Great Dismal Swamp Restoration Ban k-Tim berlake Farm. These
credits are currently available from our Timberlake mitigation bank and our offer is subject to USACE
approval of sale for these projects.
We have no minimum sale quantity but simply use the price quoted for whatever number of credits you
require. This quote will expire on September 30, 2011. To complete this transaction, we will require
