PROJECT SL'r1VIlV1ARY: The applicants propose to replace the aging access trestle portion of the existing pier and docking facilities. Cape Fear Community College Page 2 9. PROTECT DESCRIPTION The project is located on the east bank of the Northeast Cape Fear River, south of the Coastline Convention Center, at 411 North Front Street, in downtown Wilmington, in New Hanover County. The +5 acre Cape Fear Community College campus includes property on both the east and west sides of North Front St. The river side tract (west) has approximately 400 feet of river frontage and averages 300 feet in depth from the river to North Front Street. The site includes two large buildings, parking areas, a boat ramp and the pier facilities. The property has an average elevation of +7 feet above mean sea level. A portion of the shoreline is stabilized by a vertical bulkhead, and the remainder by rip rap. There is a area of coastal wetland vegetation, approximately 60 feet long and 10 - 20 feet wide, within an inset created by the bulkhead on the north side of the boat ramp. The marsh is predominately Smooth Cordgrass (Spartina alterniflora) and it is fronted by several rows of old pilings, remnant from some pre-existing pier or wharf. In 1976, the applicants obtained State Dredge and Fill Permit #48-76 for the original maintenance excavation of the basin. State Permit # 120-95 and subsequent permit modifications authorized work on the docks and boat ramp, rip rap shoreline stabilization, a boardwalk in conjunction with the City of Wilmington's River Walk project, as well as, a renewed maintenance dredging of the boat basin. The existing pier/trestle pre-dates Cape Fear Community College's ownership of the property and was probably constructed in association with an earlier shipping or marine business. The Northeast Cape Fear River is approximately 800 feet wide at the project site. It's waters are classified as SC, by the NC Division of Water Quality. There are no shellfish resources in the project area. At the project site, the Northeast Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The highground portion of the project is classified as "Developed" by the Wilmington-New Hanover Land Use Plan. The LAMA Areas of Environmental Concern and any area located in the 100-year flood plain are considered to be classified as "Conservation" . Structural analysis of the existing pier/trestle accessway indicate a need to replace this structure to maintain safe operation of the pier facilities. The applicants propose to construct a new pier accessway on the south side of the existing pier access. This would allow the continued use of the pier facilities during the construction process. The new trestle would 284 feet long and 16 feet wide. The trestle deck would be prestressed hollow cored concrete slabs, supported by a series of fifteen (15) pile bents, 20 feet on center, with concrete caps. A new platform addition (40' X 24') would be constructed to connect the new accessway to the existing L-head platform. Construction methods and materials for the platform would be the same as the proposed trestle construction. To facilitate the proposed construction, the existing floating docks on the south end of the existing pier would be relocated to inside the boat basin. Additionally, the applicants propose to replace the two (2) mooring dolphins at either end of the pier, and add four (4) breasting dolphins to the waterward face of the existing platform. Once the project is complete, the existing accessway structure would be removed and rip rap installed to match the existing rock on the adjacent shoreline areas. The proposed pier accessway/trestle and platform addition would incorporate 5,504 square feet of Public Trust Area and Estuarine Waters. The project would provide safe continued pier operation for Cape Fear Community College's academic and research programs. Submitted by: E. F.
